Dog gette, Jr., stood before President Carter" September 24, his calm confident demeanor betrayed no signs of hesitation or uncertainty. ; As the No. Two man in v Social Security's mam moth organization of more than 80,000 employees, Doggette is a career civil servant who knows what public service really means. His job is to make sure that the fifty million Americans who depend on the Social Security Ad ministration for monthly benefit checks along with the 115 million other workers who earn coverage through their employment, and the millions more who telephone, wrie of Visit Social Security, all receive 'n promp:, accurate and courtous service. President Carter cited6 him for "sustained ex traordinary accomplish-" mem in management of ' programs of the United' States government and for leadership exemplifying the highest standards ' of service to the pubhV. . . ." A $20,000 award went with the citation. Earlier this year, Doggette was one of nine federal ex ecutivss io receive the Nai tional Civil Servicv Career Service Award. In July 1979 Doggette, who at age 46, has 22 years in government ser vice, became deputy com mssioner for operations, just one notch below the SSA commissioner. He started aut as a mail clerk and moved rather quickly through a variety of operation and manage ment positions with SSA until he reached his pre sent position. Along the way he has twice received the SSA's highest award the Commissioner's Citation. The magnitude of Dog gette' s responsibilities in cludes financial and, physical f arasTj Jing '. fiscal year 1981, SSA will handle some $155 billion in program benefits roughly one-fourth of the total federal budget. Nearly $137 billion of that will go to nearly 36 million men, women and children receiving benefits through Social Security Trust Funds for old-age, survivors and disability in surance. Another $6.3 billion will go toward federal benefits for 4.2 miUion needy aged, blind and disabled persons under the separately financed pro gram of Supplemental Security Income. An additional 10.8 million people mostly women. and young children will receive seven billion dollars in benefits for Aid to Families with Dependent Children i.e., the federal share of a program jointly administered by the U.S. government and state governments. Together these various benefits make up the keystone of the national income security system which guarantees a certain level of basic benefits to the elderly and their families, the disabled, sur vivors of deceased workers and the needy of all ages. The physical element in SSA's national effort is staggering: SSA maintains more than 1,300 local of fices and has six Program Service Centers to review information received from the field offices. At three Data Operations Centers around the country, employees enter into SSA's computer system the information needed to keep up-to-date records on earnings records and Social Security numbers issued. In fact, the agen cy's newest computer center in Baltimore, Md. is the largest non-defense-related computer center in the United States, and the most modern in the government Because of his sensitivi ty to these awesqme responsibilities, Doggette has built a reputation round his personal com mitment to serve the American people well the record of Doggette' t (Continued on Page 11) aTmVPMBFB J .
