Mr. Munemitsu Mutsu, the Japan ese minister at Washington, has distributed translations of the Con stitution of the Empire of Japan, recently promulgated, together with the imperial speech of promulga tion, the imperial ordinance con cerning the House of Peers, the law of the Mouse of Peers and Represen tatives, the law of election fur the members of the House of Represen tatives, and tiie law of finance. The Constitution occupies fourteen oc tavo pages of small pica type, and is iu seventy-six articles. The law for the convocation, organization and opening of the Imperial Diet provides thatthe President and Vice President of the House of Rep resentatives shall be selected by the Emperor from among three candi dates elected by the Representatives for eachpositiou. The President of the Peers and the Representatives are each to receive about 000 per annum, and the Vice Presidents $2,000 per year each. Members of both houses are to receive 800 yen per year and an annual allowance for traveling expenses, if they com ply with th summons after election. Neither Presidents, Vice President, nor members are to be allowed to decline their allowances, but mem bers who are in Government service are not to receive an annual allow ance. The chairman of thecommit tee of the whole House is to be elect ed for an entire session. Sessions luay be held with closed doors upon tiie motion or the President, or of not less than ten members, or upon the demand or the Government Government bills mav be -brought in in either house. No unlimited leaves of absence are allowed to be granted to members, and for over staying a leave of absence a member may be suspended.
