With the view of ascertaining the proportion of taxes paid by the ne groes of Richmond, the Virginia ouse of Delegates has passed a bill directing that in the assessment S A. . a A 1 . oi raxes oi tins year the assessors shall indicate the rn.ee of each tax payer. When these lists are com pleted and returned to the auditor's office that oflice will make up the aggregate, showing what part of the tax burdens of the commonwealth is borne bv the colored people. "The persistent and blind way in which the negroes of this State have follow ed theRepublican leaders in all poli cal contests," says the Richmond correspondent of the New York li?nes "has suggested the propriety of separating the school fund of the State, giving the colored people only what they contribute in taxes. If the bill referred to is enacted it will give the information necessary to intelligently agitate this proposi tion. The bill will no doubt pass, if for no other purpose than to get the data sought." John Joseph Burns, a bricklayer, brought an action against the Brooklyn Bricklayers' Benevolent and Protective Union to compel it to reinstate him as a member, so that he may eret employment under union employers. The complainant alleged that on January 2, '1889, while he was working on a row of uhis iu lexingcon and juewis ave nues, he wa9 ordered out on strike by the walking delegate. He obey ed, but afterward returned t'o work. The union fined him $75, and he was prevented from obtaining employ ment. He asked -the court to de clare this action null and void; also that the amount of his fine should be credited to him as dues on the books of tho. union, that the union furnish him . with credentials author izing his being employed by union "bosses," aud that the defendant pay him $400 'damages.
