A similar offer to buy this Bible was made in 1512, when Julius II was greatly in need of money, but still he refused $100, 000. The nearest approach to such a price for a book hitherto was $30, 000, paid by the German .Govern ment in 18847or the missal formerly given by Leo X to Henry VII, to gether with the parchment making the sovereign "Defender of the Faith.' Charles II gave the missa to the Duke of Hamilton, and it stayed in his family for 200 years. . 'William the Pwestless" is the Kaiser's new title, and his last re form is in naval uniforms. The new book of regulations says that an ad miral may, when at sea, wear an oilskin ou wter and coat; but his! shirt front must b'e perfectly plain and devoid of tucks or frills; the cor ners of his collar must on no account be rounded or doubled back, and the distance between the rows of gold lace on his sleeves must re 37;.j9 of an inch. When he marries he must go through the ceremony in full uniform, and if he should be in Herlin on a Sunday, in certain parts j)f the city between noon and 4. he must wear his cocked hat. He may wear citizen'sdress when shoot ing, at masked balls, at the seaside, and when on half pay: Imt other wise, in order to obtain that privil ege, he must produce a doctor's cer tificate to the effect that to wear uniform will injure his health. The last comparison between the armies of France and Germany places the former ahead numerically while the latter is preparing to close the gap with the aid of the recent law. France on a peace footing has .20,518 men, and the law-of five years' service recently enacted permits her to add '00,000men to her territorial army. Other reforms increase the annual cputingent by 00,000 men, and this brings it up to 220,000. By counting the twenty-live contin gents under the law with their total losses, which are estimated at one quai tec, the effective force for mob ilization amounts to 4,12-5,000. In Germany their annual contingent is 164,000 recruits, 9,000 yearly volun teers and 17,400 reserves, giving a total for this contingent of 190,450. For -the twenty-four contingents, and taking into aocount the losses, we arrive at a grand total on a war footing of 3,350,000 men. Conse quently, Frauce could mobilize at the present time 775,000 trained sol diers more than -German v.
