the Philadelphia limes says: "Mr.
Blount, of Georgia, the successor of
Randall on the committee oh rulef

is a tie in committee. It is said that
the Speaker was holding up the ap
pointment of the additional Demo
cratic member on that committee to
the vacancy caused by Mr. Carlisle's
resignation, with the hope of find
ing some reputable Democrat who

ballot-box forgery scandal has taken
