Jr. d»Wd JVM t% IHEIXAILY BgCOBD DUHH, H. *k New Sanltarv Ordinance AN ORDINANCE TO PROMOTE SANITARY CONDITIONS IN THE TOWN OF DUNN BY PROVIDING PROPER STOR AGE AND HANDLING OF ALL GARBAGE, RUBBISH AND WASTE MATTES. BE IT ORDAINED BY THE BOARD OF COMMISSIONERS OF THE TOWN OF DUNN: SECTION" I. That for the pur pose of this Ordinance the follow ing definitions shall apply unless the content clearly indicates an other meaning or unless elsewhere expressly stated. A. The term “garbage” shall mean every accumulation of ani mal or vegetable food-stuff that attends the preparation, consump tion, dealing-in; or storage of meats, fish, fowl, fruit or vegeta bles including the cans, containers or wrappers. B. The term “rubbish” shall mean printed matter, paper, paper board, pasteboard boxes, rags, straw, and all other combustible material not included under the term "garbage”. C. The term “refuse” shall mean and include any waste product which is composed of such mate rials as garbage, sweepings, trash, litter, animal matter from kitchens, dining rooms, markets, food estab lishments or other places dealing in or handling meat, fowl, fruits, grain, shrub trimmings, grass clip pings, brick, plaster, or other waste matter resulting from the demoli tion, alteration or construction of buildings, accumulated waste ma terials, cans, containers, tires, junk, or other substance which may be a nuisance. D. The term “waste matter” shall mepn waste material composed of soil, gravel, stone, bricks, plaster, crockery, glass, ashes, cinders, metals and all other non-cumbust ible materials which have been dis carded or is to be discarded. E. The term “collector" shall mean the Town of Dunn, North Carolina, or employees or agents thereof. who are engaged in the collection or transportation of rub rish, garbage, or waste matter in any part of the Town of Dunn. SECTION 11. REFUSE REQUIR ED TO BE PROMPTLY RE MOVED. No refuse that has become decayed or that shall otherwise be a menace to health or cleanliness shall be allowed to remain in any business establishment, dwelling house, or on any premises longer than shali be reasonably necessary to remove and deposit the same in containers of the type as pro vided by this Ordinance. SECTION in. DEPOSIT OF REFUSE IN PUBLIC PLACES OR ON PRIVATE PROPERTY. No person shall throw, place, or de posit • any refuse in any street, alley, gutter, or public way, or throw or deposit the same in or upon premises or vacant lot or in any water or open ditches, or store or keep the same, except in con tainers as provided by this Ordi nance. SECTION IV. RODENT CON TROL. No person shall store, de posit, or keep refuse in any place or in any manner where rodents can have access to or feed thereon, or can uSe such refiise as harbor age. nest, or breeding place. SECTION V. INCINERATION. No person shall burn garbage, or rub bish at any place, or in any manner violating a provision of the sanitary code or likely to create a health or property hasard or a nuisance. A. Under no circumstance shall any material causing excessive smoke, liberating a toxic substance on combustion, or producing a noxious odor likely to affect the occupant or any premises, be burn ed except under conditions approv ed by the Fire Chief or a member of the Fire Department designated by ordinance of the Board of Com missioners. .B. The occasional burning of small quantities of dry rubbish, paper, paste board boxes brush, dry leaves, and similar materials on private premises under con trolled conditions shall be accept able provided the above conditions ape - complied with in ail other respects. 1. Such burning shall be in metal or heavy wire basket containers or steel drums which meet the specifications defined by the Fire Chief or the representative of the Fire Department designated by Ordinance of the Board of Com missioners of the Town of Dunn for that purpose. BBCm>N VI. CONSTRUCTION OR DEMOLITION OF BUILD INGS. STANDARDS FOR THE ACCUMULATION OF REFUSE. The following standards and requirements are established as a minimum for the sanitary accumulation and storage of refuse pending its removal by the coilec tore of the Town of Dunn. A. OCCUPANTS IN CHARGE OF , BUSINESS BUILDINGS. 1. Occupants of business buildings ‘ shall store and keep stored all refuse or garbage accumulating in said building or on its premises in metal receptacles which shall com pletely confine such refuse or gar bage pending its removal. EXCEPTIONS: Business firms having large volumes of cardboard boxes will cut apart, straighten out, crush or stack such boxes into compact packages or bundles and secure with binding material such as string or cord so that such bundjes or packages will remain compactly bound to allow for easy handling in collecting. 2. The occupant of any business establishment will provide at his own expense the number of ap proved containers required to con tain the accumulated refuse or other waste material resulting from his business operations. 3. The lid must be chained or tied with a rope with a detachable fastener (such as a bridle snap) to the container so that the .lid will not be lost or blown away or otherwise destroyed. Where lids have been previously lost, dam aged, or destroyed, they are to be replaced with appropriate metal or wooden lids. 4. Portable wtal receptacles of standard galvanized, water tight construction with tight-fitting cov ers and handles or bails are re quired. The size of the receptacle shall not be less than 10 gallons nor more than 33 gallons capacity. Receptacles not complying with the foregoing regulations, such as wooden or paper barrels, tubs, paint buckets, tanks, lard cans, or of such nature, are hereby prohibited. Defective receptacles must be re placed immediately. 5. It shall be unlawful to place on the streets, sidewalks, alleys, or other public thoroughfares in the Town of Dunn in the fire district any cardboard boxes, paper, wooden crates, debris, or other ’ packing materials, except that such 1 materials be placed in approved i containers. Such containers must be of such quantity and size to hold ; at least one day’s accumulation of ■ rubbish or refuse. The occupant : shall be responsible for furnishing 1 the necessary containers and com plying with the ordinance as to ' their proper use. 6. Trash or debris resulting from I sweeping or cleaning the floor* of such business establishments must be picked up by appropriate meth ods and placed in approved con tainers. To sweep such trash onto ' the sidewalk, gutter, or street is hereby prohibited. 7. Owner must place his con tainer or containers at the ptaest : designated location indicated for garbage pickup station on or be- ’ fore the hour designated for piokup at that particular station. B. HOUSEHOLDERS: 1 X. The oocupant of any house, - apartment, or part of a house used ■ as a separate place of abode shall cause all garbage collected therein or arising iaqm the use thereof to : be placed in water-tight, rodent- 1 proof and dog-proof receptacles of the type specified by this ordi nance. 2. Occupants must furnish as ’ many approved receptacles as need ed to hold at least one (1) week's accumulation of garbage. 3. Receptacles must havd well : fitting lids so as to make them rain-proof. The lids are to be chained, or tied with ropes to metal or wooden stakes higher than the container so that the lids will not blow away from the area and be lost or destroyed. Where lids have been previously lost, damaged or destroyed they are to be replaced with appropri ate metal or wooden lids. Occupants are not to place i more refuse than can be contained in the number of approved re ceptacles available. C. —The crew of the motorshtp Midget, grounded and breaking up in a howling Atlantic "storm, rode a life boat through a pounding surf to a safe landing on tiny Portsmouth Island near here today. The 26-member crew abandoned the stricken vessel at 2:56 a. m. on orders of skipper Ludolgh Tanden, of Melford, N. J., after the Coast Ouard made several futile at tempts to reach the vessel which had been driven aground by a freak storm. DARING PLUNGE “Coast Guard boats couldn’t get out to them because of the rough water,” a spokesman at Norfolk said in announcing that the crew had reached safety after its daring plunge through thf /urf in an open boat. ' . %. Tanden gave the order to aban don ship as seaS- boiled up by gale force winds - began breaking the back of the Midget. He estimated the crew rode the life boat from a mile to a mile and a half before hitting the beach on tiny Portsmouth Island along North Carolina’s Outer Banks, scene of ...any a previous shipwreck. A Coast Ouard spokesman credi ted Tanden with “excellent maneu vering” of the lifeboat to make the landing in “mountainous” seas. Headquarters of uie Coast Ouard at Norfolk said a search plane from Elizabeth City, N. C. spotted the grounded ship before the order to abandon was given, and a crew with portable lifesaving gear land ed on the leeward side of the Island 1 from a picket boat. STOPPED SUDDENLY Royal said he didn’t see the echool bus flag and that the school bus stopped abruptly without warning. Nobody was injured in the acci dent.
