Opponents of municipal ownership of public utilities should take a side glance at the city of San Francisco just now. Half a dozen times in the past few' weeks the press of the Unit ed States has published dispatches from that city giving long lists of in dictments found by the grand jury against men at the head of street rail ways and telephone companies, who are charged with having paid bribes to members of the citj- board of supervis ors in order to obtain franchises for which other companies were compet ing. When earthquake and fire a little more than a year ago reduced San Francisco almost to primitive condi tions so far as street car service and certain other public conveniences were concerned, Graft, with a big G, then found its golden opportunity and did not hesitate to improve the chance. San Francisco had been a cable car town. It was there that the cable street railroad originated, and because of the city’s extraordinary hilliness many of the car lines were still op erated by the cable system, which ev erywhere else had gone out of use. The incessant clang and clatter of ca ble cars made San Francisco the noisi est city in the United States. After the great fire everybody hoped for trolley lines operated by the under ground conduit system, but the greedy operators bribed the city legislature to give them franchises at a nominal fig ure for overhead trolleys, thus saddling upon the city a disfiguring and dan gerous system of poles and wires. If the citj’’ had determined to build its own street car lines instead of farming out its franchises to private capital, the people would have had the kind of street car system they demand ed and the grafters would not have preyed upon the community. So long as cities are willing to hand out valuable franchises at pitifully small sums to private capital, just so long will greed consort with graft and keep the courts busy in prosecuting criminals, while the people at large :^ill be the sufferers.
