The North Carolina Corporation Commission, v.-Mi-h has been in session here for the pr.'r-t two days hearing argument in the cpso concerning the disagreement be tween the Southern" Railway and the Cvi nsboro Ice and Coal Company, ad jr urncd last night This case is caus r.z considerable comment here, 3, .it v'-ill show to what extent the corpora lion commission is able to enforce its rulings. . The present case grew out of the Fo-.ithern Railway refusing to place (t.is on the private siding of the Ice and coal company until the" said com jir.ny should pay demurrage charges hflJ against them and the ice and coal company contend that the' demurrage chaises are unjust. , About two weeks ago the corporation con: mission issued an order requiring the railroad to place cars on the sid ing of the ice and coal company, but thi order has been ignored by the rail road. The railroad company contends-that the corporation commission . has no right to either force a railroad com pany to build a track off of its right ol way, or to place cars upon such a tract already built The railroad fur ther contends that the commission has r.o power to pass an order affecting shipments made from without the State of North Carolina. ,' - The commission did not render a de cision last night and it may be several days before a decision- in the .case is handed clown. " ' The attorneys who represented the Southern in the case were Messrs. King and Kimball, of this city; Mr. Claudion B. Northrop, of Washington, D. C, and Mr. Robert C Strong, of Ral:igh. . - ' . This comes not from the fact that a fair ': yield has failed to develop "but from the fact that the world's requirements are in excess of the production or what is now believed to be the production. With no reserve to djaw upon - and the current crop below needs of the trade, it is small wonder that the market shows unaccountable strength at the top. Cotton has not gone up on Browns or Sully's or any body's manipulation. When the rates for sterling exchane dfop to about the lowest point In ten years, all because Europe has -bought an unlimited quan tity of cotton and the supply of cotton bills has demoralized the exchange market, threre i3 no ocacsion to : talk of manipulation. Cotton has gone up because spinners have bought the cot ton. Th eactual stuff, not futures.' As long as this continues, we will see this sort of a marke.
