The bill protecting the citizens of
Guilford and 25 other counties in the
enjoyment of their rights, which re
ceived an unfavorable report from the
committee, was on motion of Senator
Hobgood, of Guilford, taken from the
table and placed upon the calendar.
Senator Hobgood offered an amend
ment limiting the application of the
bill to Guilford county and it passed
second reading and took its place on
the calendar.
The senate at 12:50 adjourned until
11 o’clock Thursday.

Petitions against the sale of near-
beer and the handlinj; of intoxicants
for members by clubs came through
the representatives from New Hanover
Durham, Vance. Anson. Caldwell.
Wake. Beaufort, Mecklenburg, David
son, Yance.v, Rutherford, Cleveland,
Scotland, Union, Richmond, Forsyth,
Bertie, Duplin Randolph. Harnett,
Pamlico, Pitt, and Henderson coun
ties. Also petitions from Rutherford
and Cleveland coimties that it be made
a misdemeanor in these counties for
any citizen to have In his possession
more than one quart of liquor.
Bills From Committees.
The bill to regulate the dellverj’ of
malt in North Carolina came from the
committee on liquor trafflc to which
it had been referred and was referred
to the judiciary committee No. 1 to
pass on its legality.
The committee on propositions and
grievances reported favorable Ew^art’s
remarkable bill, “To tax dogs, justices
of the peace and bachelors in Hender
son county.” He insisted that Hen
derson countj' lias too many of all
these classes.
A bill came from the same commit
tee with unfavorable report to’ pre
vent the sale of food products or other
merchandise by false weights.
New BINs Introduced.
Taylor, of Brunswick: Appoint a
committee to investigate measures of
economy in public printing.
I^atham: Supplimental bill in regard
to special criminal court in Washing
ton. The rules were suspended and
this passed all readings and sent to
the senate to suppliment bill already
ratified at this session.

No More Help to Be Allowed by the
Speaker.
Speaker Dowd announced that in
spite of the fact that he had received
a petition signed by 90 members ask
ing that.an additional laborer and an
additional assistant clerk be appointed
for the house, he would make no more
appointments of this kind unless there
is absolute proof of great need for it
forthcoming.

an agent representing an unlicensed
company in this state is guilty of a
misdemeanor. Then the bill w-as de
feated on a roll call vote of 24 to :J1.
Argument on Hours of Labor •Bill.
The Quickel bill to repeal that part
of Sec. 4 Act of 1907 regulating the
hours of labor for employees of rail
roads which makes it a masdemeanor
for any employee to violate the 16
hour law' came up on the proposition
to adopt the minority favorable report
from the judiciary committee No. 1.

bill, or rather for the minority recom
mendation from committee that it ])ass
Mr. Quickel argued at length discuss
ing especially the supreme court case
of Lloyd vs. Southern, in which the
plaintiff could not recover damages
for injuries because he had been guilty
of the misdemeanor of w'orking over
time when he was njured.
Mr. Battle, of Wake, spoke at length
against the bill, especially holding
that the Including of the employee in
the misdemeanor liability was espe
cially for the protection of the travel
ing public. Rawies, of Pamlico, favor
ed the minoi’ity report.
The house took recess at 2 o’clock
without action, to meet again at 8
o’clock to discuss the Stubbs bill to
amend the constitution.
