report of the Commission reveals
nothing that was not expected.
An interesting item is a memor
andum of Dewey's, explaining his
relations with Air. Aguinaldo.
The Admiral states that at no
time was an alliance entered into
with Ag, nor was any promise- of
independence made him. The
report claims that the condition
of the natives has been greatly
im proved under American rule,
but that they are far from being
fit for self-government. It rates
their mental capacity high, but
says that there are too many dif
ferent tribes, having little edu
cation and almost no political
