Rimer said the grant would be useful but that it would not
address the issue of drug-related crime in other parts of town.
Florentine Miller, assistant town manager, said previous
efforts to combat drug use in public housing areas had met
with some success.
“We have had some positive results from them,” she said.
Miller said additional funding was needed to follow through
with the effects of the anti-drug measures already in place.
“The money will be used to continue the programs,” she said.
Michelle Reaves, resident activities coordinator for all of
Chapel Hill’s public housing units, said previous federal
grants had had some deterring effects on drug-related crimes
in public housing units.
Chapel Hill previously received two grants from HUD in
1991 and 1992 totaling $187,000.
Reaves said increased security patrols were the primary
reason drug-related crime had decreased. “The patrols are
deterring drug-related crimes outdoor crimes,” she said.
Davis said anti-drug programs were beginning to work but
needed improvement. “From our preliminary reports, there
has been a decrease in drug-related crimes but not a large,
substantial decrease,” he said.
Despite the modest successes of anti-drug programs, Davis
said he thought the program needed to continue to be funded.
According to the request submitted by the town manager,
HUD has made funding for drug elimination grants available
