SUMMARY OF REPORT RE QUIRED PRIOR TO ANNEXA TION OF REALTY TO TOWN OF ZEBULON The Board of Commissioners of the Town of Zebulon has, by ap propriate resolution, declared its intention to consider annexation of two tracts of land to the mu nicipality. A public hearing will be held, at which property own ers and residents of both the Town of Zebulon and the areas proposed to be annexed will be given an op portunity. At the public hearing at the Zebulon Municipal Building on Friday night, December 1, 1961, a representative of the Town of Zebulon will make an explanation of a report setting forth the means whereby the municipality plans to provide various services to the an nexed areas. A summary of this report fol lows: The report was prepared under the direction of the Mayor of Zeb ulon, and was approved by the Town Planning Board on October 27, 1961. The Board of Commis sioners of the Town of Zebulon approved the report on November 6, 1961. The areas shown as being con sidered for annexation in maps in corporated into the report are (1) 33.44 acres lying on both sides of the Norfolk Southern Railroad south of Sycamore Street and (2) 4.893 acres on the south side of Highway 264 east of the present boundaries of the Town of Zebu Ion. A new 2-inch water line will be built (or contracts therefor let), within 12 months after annexa tion, on West Barbee Street. It is deemed that present water fa cilities are adequate except for this extension. No new sewer line is proposed for these areas. Eight new street lights will be installed on streets in the areas proposed to be annexed. Three serve the eastern area, and five will serve the southwestern area. Within 12 months after annexa tion contracts will be let for the (paving of Sycamore Street west to the new town boundary; Hor ton Street west to the new town boundary. Liberty Street between Horton and Sycamore Streets will be opened but not paved, pending construction of a proposed water main not considered a part of plans for this extension of boun daries. Police, fire, and health protec tion will be extended to the new areas so that they will be avail able on exactly the same basis as now available to present residents and property owners of the Town of Zebulon. Garbage will be pick ed up the same number of times per week as in other portions of the municipality. Other municipal services will also be available to the residents and property owners of the two areas. Financing will be accomplished by outlay of gen eral funds and Powell Bill funds. The report contains a certificate from Ferd L. Davis, attorney, that both areas proposed to be annexed meet the requirements of N.C.G.S. 160-453.4, particularly subsections (b) and (c), with basis for cer tificate.
