"There have been no apart ment complexes built in eight years; and there have been open violations of the zoning ordinance in reference to con dominium conversions without the coun cil acting on it for the past quarter of a year." Herzenberg said the problem of limited housing was the most important social issue facing the council. He supported development in Chapel Hill and opposed condominium conversion. . Several candidates said the town could not control condominium conversion. "It's an issue I'd like to do something mayor "Carrboro is one of the last mill villages intact," Messer said, stressing the need for preservation. Historic preservation would bring businesses back downtown. Messer, who claimed the present board had dis courged it. . Messer said he would further encourage development by raising the height require ment in sections not in the historic district. Messer said that as a Coalition member he campaigned for the bus system and that he still supported public transportation. Boulton said she too represented stu Bill Pressley, an independent candidate, said the most important issue in the election was "getting our students and our old-time citizens working together." The Coalition has divided students against long-time residents, he said. Pressley said he would like to open the doors of Town Hall to all the people to work for the betterment of the community. Carrboro has a bad economic problem, Pressley said, recommending loosening of restraints on Frank Kivett, Carrboro's economic development coordinator. . Of all the candidates, Ruff is the strongest proponent of amending the noise ordinance. "It appears that the noise ordinance has become more and more strict," Ruff said. "If the trend continues, within a couple of years band parties may be out lawed. I believe it is necessary to make amendments to make it more lenient." General Assembly redraws plan RALEIGH (AP) The North Carolina General Assembly adjourned a two-day special session Friday after redrawing state House Districts and reject ing last-minute efforts to realign Senate districts. ' The House rejected its redisricting committee's recommendations and voted 77-22 to approve an alternate plan offered by Rep. Bob Jones, D-Rutherford. The Senate tentatively accepted the plan 32-7 and gave final approval on a voice vote, enacting the revised House plan into law. The vote to approve Jones map came after the Senate rejected attempts by Sen. Joe Johnson, D-Wake, to attach a plan for redrawing Senate districts to the House reapportionment plan. Johnson said the Senate had not fulfilled its responsibilities by agreeing Thursday to stick with a redistricting map enacted this summer. Both the House and Senate approved redistricting plans during the summer, but the special session was called after lawyers for the state Justice Department said they did not believe either plan could be successfully defended against a pending federal suit. game After a couple of running plays, Stankavage scrambled for 10 yards to the Terrapin 24-yard line.
