2The Daily Tar HeelWednesday, November 16, 1983 Sales tax hike may bring raise for teachers By DENNIS DOWDY Staff Writer North Carolina teachers may be getting a pay raise next year under a recent proposal offered by N.C. Treasurer Harlan Boyles. Boyles has said the state sales tax should be raised Vz cent a move that would add $150 million to $200 million to the state educational fund. The current tax is 4 cents. "It's going to take it" to help improve education in North Carolina, Boyles said. "Since the mid '50s, counties have had to supplement the state fund to maintain the level of public in struction. Counties will still have to supplement the fund (under Boyles' plan), but at least it will cut down on the amount." Boyles' plan comes in the wake of a 'i-cent local option sales tax passed this year by the N.C. General Assembly. Counties that pass the option must allocate 40 percent of the additional sales tax revenues to schools. The increase has been enacted by 77 of the state's 100 counties. The tally overrode impassioned pleas of the Democratic leadership and followed last-minute threats by special interest groups on both sides to judge lawmakers at the ballot box next year solely by their votes on the issue. Voting for the ERA were 225 Democrats and 53 Repub licans, while 109 Republicans and 38 Democrats opposed it. The amendment, which reads simply that "Equality of rights under the law shall not be denied or abridged by the United States or by any state on account of sex," has twice cleared Congress but fell three states short of ratification with 38 needed by last year's deadline. The ERA went down this time after Republicans assailed the Democratic leadership for trying to shortcut the legislation without giving members a chance to amend it and with only 40 minutes of debate. The lawmakers rejected a final appeal by House Speaker Thomas P. O'Neill, D-Mass., who urged support for the ERA without an anti-abortion rider "in fairness to the women of America." ST. GEORGE'S, Grenada U.S. invasion forces will withdraw from Grenada no later than Christmas, the acting American envoy said Tuesday after five members of the Carib bean island's provisional government were sworn in. "Everything depends on security," acting U.S. Ambassador Charles Gillespie told reporters following the swearing-in ceremony for five members of Grenada's nine-member governing council at the official government house. Four were unable to attend. Gillespie also said U.S. troops would be out of the country "certainly by Christmas." He said the withdrawal would be "within the 60 days" required by the U.S. Congress, or earlier if Grenada's interim government requests it. LONDON Police dragged away chanting demonstrators who blockaded the main gate of the House of Commons on Tuesday night and arrested 300 during a protest against the ar rival of Europe's first cruise missiles. Students in Manchester squirted Defense Secretary Michael Heseltine with red paint, women chained themselves to the gates of a U.S. air base and three men climbed a 150-foot radio tower at a Scottish nuclear submarine base. "Better red than dead, Michael!" shouted one of the demonstrators who saw Heseltine. Nearly 500 people have been arrested during a series of demonstrations since the first nuclear-tipped cruise missiles ar rived Monday at Greenham Common U.S. air base. Hillsborough Mayor Lucius M. Cheshire Jr. resigned Mon day night at a town board meeting. Cheshire, who was beaten in his re-election bid on Nov. 8, told the board that "a lame duck cannot address the problems facing Hillsborough." Cheshire resigned after the board rejected a motion that would have appealed a 1979 board measure which Cheshire said would riot allow the mayor to open his mail or sign town checks.
