North Carolina PAGE SEVEN BREVAHD FESTIVAL Nine concerts featuring the 85- piece Festival Orchestra and eight well known guest artists will be heard during the 10th annual Bre vard Music Festival which opens August 12 at the mountain resort of Brevard. The concerts are pre sented in the big rustic auditori um overlooking a quiet mountain lake at Transylvania Music Camp. Dr. James Christian Pfohl, founder and music director of the Brevard Music Festival and the Transvlvania Music Camp, con ducts the Festival Orchestra. PUBLIC NOTICE NOTICE OF ADOPTION OF AN ORDINANCE The town Council of the Town of Southern Pines do enact an Ordinance to establish a planning board for the Town of Southern Pines as follows: WHEREAS the General Stat utes of North Carolina, 1943, Chapter 160, sections 22, 23, and 24, provide for the establishment and operation of municipal plan ning boards; and WHEREAS it is advantageous to the welfare of the Town of Southern Pines that a comprehen sive and continuous planning pro gram be undertaken; and WHEREAS the Town Council needs the active asisistance and co^nstant cooperation of many civic-minded, far-seeing citizens in their efforts to serve the best interests of the people and to di-' rect the conamunity’s physical growth along good civic lines; therefore, BE IT ORDAINED, that the Town Council hereby establishes the Planning Board of the Town of Southern Pines at regular ses sion assembled this the fourth day of August, 1955 hereinafter refer red to as the “Planning Board”, and ordain that it be governed by the following 'provisions: SECTION 1. Membership and Va cancies The Planning Board shall con sist of five members appointed by the Town Council. One of the in itial members shall be appointed for a term of one year; one, for two years; one for three years; one, for four years; and one, for! five years. Their successors shall be appointed for terms of five years. Vacancies occurring for reasons other than expiration of terms shall be filled by the Coun cil as they occur for the period of the unexpired tenn. Faithful attendance at the meetings of the Board is considered a prerequisite for the maintenance of member ship on the Board. SECTION 2. Organization, Rules. Meetings, and Records Within thirty days after ap pointment the Planning Board shall meet and elect a chairman and create and fill such offices as it may determine. The term of the chairman and other officers shall be one year, with eligibility for reelection. The Board shall adopt rules for transaction of its busi ness and shall keep a record of its members’ attendance and of its resolutions, discussions, findings, and recommendations, which rec ord shall be a public record. SECTION 4. Basic Studies As background for its compre hensive plan and any ordinances it may prepare, the Planning Board may gather maps and aeri al photographs cf man-made and natural physical features qf the area, statistics on past trends and present conditions with respect to population, property values, the economic base of the community, land use, and such other informa tion as is important or likely to be important in determining the amount, direction, and kind of de velopment to be expected in the to the Town Council for its con sideration and possible adoption a zoning ordinance for the control of the height, area, bulk, location, and use of buildings and prem ises in the area, in accordance with the provisions of Article 14 pf Chapter 160_ of the General Statutes of 19^3, as amended. Such proposed zoning ordinance, when adopted by the Town Coun cil, will supplant the zoning ordi nance and amendments now in effect. The Planning Board may initi ate, from time to time, proposals for amendment of the zoning or dinance, based upon its studies, and comprehensive plan. In addi tion, it shall review and make recommendations to the Town Council concerning all proposed amendments to the zoning ordi nance. The Zoning Board or Zon ing Commission heretofore con stituted prior to the adoption of this ordinance be and is hereby discontinued and be entirely re placed and superceded upon adoption of this ordinance. SECTION 7. Subdivision Regula tions ( The Planning Board shall re view, from time to time, the ex isting regulations for the control of land subdivision in the area and submit to the Town Council its recommendations, if any, for the revision of said regulations, ■rhe Planning Board shall re view and make recommenda tions to the Town Council con cerning all proposed plats of Ipnd subdivision. SECTION 8. Any ordinance Or parts of ordi nances in conflict with this ordi nance are hereby repealed, and this ordinance shall be in full force and effect from and after the date of its adoption. The plan and any ordinances or other measures to effectuate it shall be made with the general purpose of guiding and accom plishing a coordinated, adjusted, and harmonious development of the town and its environs which will, in accordance with present and future needs, best promote health, safety, morals, and the general welfare, as well as effi ciency and economy in the pro cess of development; including, among other things, adequate provision for traffic, the promo tion of safety from fire and other jiangers, adequate provision for light and air, the promotion of the healthful and convenient distri bution of population, the promo tion of good civic design and ar rangement, wise and efficient ex penditure of public funds, and the adequate provision of public util ities, services, and other public re quirements. SECTION 6. Zoning Ordinance The Planning Board is hereby designated as the Zoning Com mission for the Town of Southern Pines.
