Attention all Scouts and Scoot
ers in Moore District! There is
now appearing weekly in this
paper an article about our Scout
ing leaders, the Moore District
and Division program, and materi
al of Scouting interest. There will
be a “Scouter of the Week” with
a picture of the Scouter and in
formation about him or her. Also,
there will be a section entitled
‘•Dates to Remember” that will
give time, place, and date of im
portant meetings on the District
level.
The third section lists coming
events, both Council and District
wide that we need to keep in
mind for the enrichment of our
Scouting program.

AN ORDINANCE AUTHORIZ
ING THE ISSUANCE OF $146,-
000 OF BONDS OF THE TOWN
OF VASS FOR THE IMPROVE
MENT AND EXTENSION OF
THE WATER SUPPLY SYSTEM
OF SAID TOWN.
BE IT ORDAINED by the
Board of Commissioners of the
Town of Vass, as follows:
Section 1. The Board of Com
missioners of the Town of Vass
has ascertained and hereby de
termines that it is necessary for
said Town to improve and extend
the water supply system main
tained and operated by said Town
to supply water to said Town and
its. inhabitants by the erection of
a water filter plant including the
acquisition of any lands or rights
in land and the necessary equip
ment and apparatus required
therefor, and that it is necessary
to expend for said purpose not
less than $146,000.
Section 2. Said Board of Com
missioners has also ascertained
and hereby determines that the
purpose hereinbefore described'
is a necessary expense of said
Town within the meaning of Sec
tion 7 of Article VII of the Con
stitution of North Carolina, and
is a purpose for which said Town
may raise or appropriate money,
and is not a current expense of
jsaid Town.
i Section 3. In order to raise the
money required for such purpose,
bonds of the Town of Vass are
hereby authorized and shall be
issued pursuant to The Mimicipal
Finance Act, 1921, of North Car
olina. The maximum aggregate
amount of bonds authorized by
this ordinance shall be One Hun
dred Forty-six Thousand Dollars
($146,000).
Section 4. A tax sufficient to
pay the principal of and interest
on said bonds shall be annually
levied and collected.
Section 5. A statement of the
debt of said Town has been filed
with the Town Clerk and Treas
urer of said Town, as required by
said Act, and is open to public
inspection.
Section 6. This ordinance shall
take effect when approved by the
voters of said Town at an elec
tion to be called and held as pro
vided in said Act.
The foregoing ordinance was
passed on the 8th day of January
1962, and was first published on
the 25th day of January, 1962.
Any action or proceeding ques
tioning the validity of said ordi
nance must be commenced with
in thirty days after its first pub
lication.
