SPAIN. J A letter from Spain says, the slate of that country is as deplo rable as ever. Thcr serviles arc writhing under the yoke of the French, and, in the violence of their hatred, would, it ap pears, make common cause with the Constitutionalists. Hence, the monks hegin to preach uni on among Spaniards. Nothing can he more melancholy, more pitiable, than the situation of the King of Spain, and of his ministry. The Spanish army, properly so called, is but of a very few thousands; yet even these are in a slate of starvation, receiving no pay. They natu rally enough murmur at this,and the' Minister of War has threat ened to resign, unless some por tion of the arrears be paid to keep the soldiers' body and soul together. FRANCE. The Minister Corbieres has dready laid before the Chamber of Peers the plan for rendering the Lower Chamber septennial; and M. Dam as a plan for re cruiting the army at the rate of (10,000 men, instead of 40,000 a year; thus making the peace establishment of France consist of 350,000 soldiers! Such was the state of Spain, that a reinforcement of 5000 ad ditional French troops was, it is said, to enter it immediately. ENGLAND. London dates to the 23d A pril, have been received. It is calculated the proroga tion of Parliament will take place as early as the 15th of June. The British government has received intelligence from the Cape of Good Hope, which an nounces the capture of a Spanish slave ship, the Virgin, of 14 guns, and a crew of 130 men, by the Barracoota sloop of war. It appears that the Spanish ship was fallen in with by the Barra coota shortly after the latter left Algoa bay, and regularly at tacked. The Captain of the Virgin, however, refused to submit until several of his crew were killed. The Barracoota then took possession of her, and irricd her to the Cape. Be tween 300 and 400 slaves were found on board the prize. From the official excise re furns, furnished by order of the British House of Commons, every man, woman, and child, iu London, seems to drink, on the average, two barrels of beer a year. The quantity of strong beer brewed in England, in a year, would float all the navy in commission. The new levy is to be raised by recruits, one half from Eng land, and the other half from Ireland. It is now positively asserted that Guebhard. the banker, has taken the first Spanish loan of .ju,xjvKj,yjw irancs, and on tne first of April be was shortly ex pected at Madrid, to contract for another loan of equal a mount. The discovery ships under the command of Capt. Although "Callimachus" com plains of the delay attending the publication of his first favor, we are again under the necessity of defer ring the article received yesterday until our next. We would not he sitate to put ourselves "to a little inconvenience to oblige" our Cor respondents, particularly when ap plied to in behalf of "A subscriber," yet our limited columns, and a due regard for the feelings and inclina tions of our readers, forbid the in troduction of too many lengthy ar ticles, on any subject, at one time. We give no precedence to any com munications; first received will be first inserted: this course we have adopted, and shall adhere to it, un less circumstances shall req ire an alteration. "Philo-Numa," is inadmissible. We consider the Presidential qucs tial too important to be trifled with. The character and qualifications of the several candidates for that dig nified office, have become subjects of intense interest to the people; and we cannot imagine that any thing, having a tendency to ridicule the pretensions of either of them, would be acceptable to our readers If he will favor us with his opi nions, in an argumentative form, we shall with pleasure give them an insertion. Mr. Crawford. The National Intelligencer, of the 5th inst. says: "W e avail ourselves of this oppor tunity to say, that Mr. Crawford's health is in a state of improvement, within the last week, and that his health has never been as low as has been represented in the New-York and some other prints. Mr. Edwards. The Committee of Investigation, appointed to cxa mine the charges alleged against the Secretary of the Treasury, by Mr. Edwards, were expected to resume their duties on Monday last. On the arrival of Mr. E. at Washington, he addressed a note to the Editors of the National In telligcncer, from which we have extracted the following passages: "My present task is to show, 1st, that my conduct, in regard to the Bank of Edwardsville, has been fairly stated; 2d, that I did not swear falsely; and 3d, that the facts which I have al- ledged argumentatively, in my vindication against Mr. Craw ford, are true. All of this I am able to do, and shall do, if I can have a fair opportunity afforded me for that purpose. As to Mr. Crawford's intentions in regard to these several acts, I have not put that in issue by any thing that l nave said in my vindica tion. It was not necessary for me to do so. The Spanish Claims Loan We understand that the loan of five millions of dollars, autho rized by the act of Congress to provide for the payment of the awards of the Commissioners under the Treaty with Spain, has been taken by Mr. Biddle on the part of the Bank of the United btates. ib. Banditti apprehended. On Sunday evening last, fsavs the Petersburg Republican,) four suspicious looking black men jieieuuniK io ue iree, went on board a small vessel, belonging to Capt. Lollins ot this place and made enquiry where the vessel was bound to,&c. Capt C. apprehending they were run aways, obtained a sight of their papers, which furnished sufli cient internal evidence that the) were torged. This circum stance induced the Captain to attempt taking possession o them, by getting them into the noid, in which he succeeded. Information of the circum stance having been communica ted to the Police Master of this town, the four fellows (and ampton, in this state, and who is now going at large. From the confession of Jack. . . it appears that Jim was the per son who shot a Mr. Cross, of Gates county, N. C. m Februa ry or March last, an account of which was published at the time. Jim had been Previous ly shot by Mr. Cross, when he was attempted to be taken un on a charge oi having broken open a smoke house, and stolen a parcel ot bacon therefrom 1 he marks ot the shot arc fresh in one of Jim's thighs. Jack has also several shot wounds, but they do not appear to have been recently inflicted. These four fellows are suppo sed to belong to a considerable gang, six of whom were seen together a few days ago, and were traced to within 15 miles of this place, by their depreda tions in Southampton, Sussex, &c. They were armed, one of them with a very large gun, the barrel of which h?d been broken in two about half way. It was loaded with shot, slugs, old buttons, &c. Another had a pistol, and a third a most dan gerous knife, evidently intend ed for the purposes of a dirk, having been ground to a very sharp point. As Capt. Collins is a very poor mau, we would suggest to such printers as may have ad vertised any of the above na med negroes, to forward us a copy of the same, for the benefit of Capt. C. whose example should be imitated by all mas ters of vessels. New- York Races. On Thurs day terminated the Spring Ra ces on the Long-Island conrsp. very much to the satisfaction of the winning party, and without great regrets to the losers. No 20,000 bets, ruinous stakes, sectional excitements, or falling in love with horses; no great display of white hats from the South, or dandies from the East; all was easy, pleasant, and something in the bang-up style.
