Institutions for Children Licensed StMte Hoard of Welfare IVr mlts-for One VeurN Duration Raleigh, July 12.?Twenty-five child caring institutions and three maternity homes In North Carolina have just received licenses to oper ate, effective for one year. Issued them by the State Hoard of Cliarh ties and Public Welfare. Licensing of such institutions, their inspection and supervision Is one of the duties of the State Hoard which makes a full Investigation of each applicant before issuing a license. Alius Mary O. Shotwell. who has Charge or this branch of the work of the Hoard of Public Welfare, has made a, detailed survey, of all these institutions from the viewpoints of adjninistrat ion. financial condition, educational equipment and physical | care of Inmates. With the co-opera tion .of the institutional authorities, Mies Shotwell is now at work on a complete compilation of data con-, iteming every child In these institu tions in the State. The cards con taining the data will he filed in the office of the Hoard of Charities and Public Welfare. One of the points which Nl^is Shot well is emphasizing in regard to child-caring institutions in North Carolina is a regular thorough physi cal examii^atlon of all children In them. Only two orphanages in the State mow have such examinations,1 according to Miss Shotwell. although others have physical examination at, entrance, With the help of the state Hoard of Health, the Hoard of Pub lic Welfare has prepared health rec ord blanks for the listing of informa tion regarding the children's physi cal condition. These blanks may !?.? obtained by any institution desiring them. Recently at Miss Shot well's Insti gation. the authorities of one insti tution consented to have the eounly licalth officer ninl:?- a physical < am Inatinn of ?'ll children. Thirty-three of the A 2children In this orpluutage were found by the physician to nerd attention. Miss Shotwell asserts. The most common aliments were had tonsils, adenoids and teeth. About the same per cent of under nourish ment as Is common among public school children was discovered. The Wasserman test was recommended in a few Instances. Two mental defec tives and one epileptic were discov ered. The chfld-rnrlng institutions li censed by the State Hoard of Chail tles and Public Welfare are: North Carolina Children's Home Society.
