North Carolina Not Bankrupt The Advance is glad that ev erybody concerned is so well sat isfied with the result of the State audit. Here is the Governor's statement: "I want to Bay to you Mr. Chair man and Gentlemen of the Commit tee that I recognize in this report which you have presented and the study and analysis and audit of our State's financial affairs upon which it is baaed, the first comprehensive, ^Ujprough and complete study, analy sis, and audit of the financial afTalrs of our State ever made. "I feel quite sure that an Intelli gent citizenship will approve the ne cessary expenditure to have this work done. "Immediately after becoming ac-! qu&inted with the report and the rec-| omtnendations accompanying it, the! Council of State was called In formal' meeting with Major Durham, our State auditor and Mr. Lacy, our State treasurer, present and we unani mously agreed that the recommenda tions for changes in the manner of keeping the accounts of the State's! financial transactions would be ap proved and put In operation at the) earliest possible date it could be done. "The system of bookkeeping and I audit which we have had is that i which the State has followed through a long period of time. It is estah-1 lished beyond any question, bv vour report and the audit behind it. And here, on the other hand, is what Mr. Maxwell, whose claim that there was a five mil lion dollar deficit last December started the investigation, says about it: "Of course I can make only the most general statement at this time for I do not know what the general audit will cover when It Is filed, but the report of the com-' mlttee Is in no sense responsive to ,the statements made In my article of! February 2, that there was an actual i cash deficit on December 31. 1922. of five million dollars, which whs re sponsible for this Investigation. The committee report deals exclusively! with the basis of setting up "uncol , lected revenue," which does not pav bills. "I invite attention to the balance ?heet made up by the audit, which without saying so in words does dl? close a five million cash deficit De cember 31, 1922, by examination of either side of the ledger. Without a penny of cash on hand the obllga . tlons side of the balance sheet shows In two Items cash deficit or shortage of $4,954,71 4.49. These Items are borrowed money (notes payable) $2. 7ft4,744, and cash overdraft $2,189. 970.4 9. The five million dollar deficit Mr. Maxwell was talking about real ly existed, but it was not the sort of deficit that his article given to the newspapers created an impression of in the minds of plain folks unacquainted with the intricacies of governmental bookkeeping. In other words a deficit of $86,468.13 such as that Seen by the legislative committee is not so bad a showing, and the deficit of $86,468.13 reported by the committee is seen as a deficit of $796,468.13 by the auditors, while Mr. Maxwell on the basis of the same set of figures is still maintaining that the actual defi cit lasUJecember was five mil lion. All are right from the par ticular standpoint of each, and the general public, remembering that Mr. Maxwell gets his big deficit by refusing to allow for items due and good but uncollec ted, may rest on the assurance that there is nothing in the fin ancial status of the State to be alarmed at. And if the adoption of a new system of bookkeeping is going to prevent recurrence of such confusion as that created by-Miv Maxwell when he attacked the administration's financial policy, the audit will be worth the $40, 000 it cost the State. Listen, Mr. Property Owner In a display advertisement in today's Advance the CttyMan ager is calling the attention of property owners to the necessity of cleaning up. In the past, "property own ers" have been among the worst j offenders in this respect. The poor man and woman with only] a rented "vine and fig tree" do more or less "the best they kin io," but the condition of the va :ant lots in towns too frequently jtive evidence of the "property owners'" lack of pride in the]-; Old Home Town. Sometimes in a whirlwind "Clean-lip Week," the good wo men go around urging every^j body to clean up, but when the wealthy husbands of the women haven't cleaned up, the "poor folks" aren't impressed with the good advice so freely given. In today's advertisement the words "property owners," "Health" and "Sanitation" are displayed by the printer.
