TVTHBIjr Gideon Rabsbaw, chief of detectives of Cleveland, Ohio, was notified over the long dis tance wire from Buffala, that the police of that city had capturcd the four men responsible for the murder of Patrolman Leroy Boukcr, be irmiled, shrugged his shoulders, and mutter<ed: “Fine work! That much U out of the way!” , , But, had Rabsliaw only known It, his troubles were only beginning— for one of tlie bandits, a man by the name of Meaney, determined to fight for, his life with every weapon that the law afforded him. ‘Securing an attorney familiar with the kinks and twists of criminal law, he quickly succeeded In manufactur ing an alibi which appeared to be iron clad. Half a dozen witnesses swore that, at the time Bouker was shot, Meaney had been in their corapany, and that it was physically impossible for him to jreach the scene of the crime in time to take part In the murder. Meaney’s law’yer followed his client’s instructions to “make the alibi good enough for me to have 24 houi*s clear ance—once I’m out of Cleveland they’ll never find me” and the district at torney, rather than imperil the entire case, decided to drop the proceedings against Meaney and concentrate his attack upon the other three men who had the foresigiit to provide themselves with capable legal assistance. Tliere- fore, in spite of tiie plea'dlngs of Chief •Rabshaw, Meaney was released. Less than twelve hours later, the chief of detectives secured evidence that riddled the carefully prepared alibi—evidence which proved that Meaney had beep directly implicated in the murder. But it was too late. The gunman had vanished, apparently Into tftin ar! Spurred on by a realization that he Usiil had the man he wanted, actually loilged in jail, only to have him slip through a loophole in the legal wall which surpounde<l him, Rabshaw de termined to nail the escaped murder er if, as ho stated, “it took ten years and every man on the force to do it." The eiity of Cleveland was . combed from oiiie end to the other. Every known meeting place in the under world was watcln?d and raided and closed. But the days lengthened into weeks, and die weeks into months, and still thei>e was no trace of Meaney. At night, w’hen his day’s work was finislied, Rabshaw would relieve the man always on watch at the former Meaney home, for the chief had a theory that some day tlie fegitive’s witfe would provide the due whick T'ould. lead them to the man they »v*anted. “Yes, I know it’s hard work and •tedious work,” Rabshaw would say, as he took up his nightly vigil. “But there’s no woman alive tliat can •out wit us if we keep steadily at it. As events proved, however, Rab- shaw' was wrong. The clue wUidh led to the final capture came from an-, other and unexpected source. It was some eieven months after the Bouker murder—after Meaney had bc;*n traced to ToK^do and Pittsburgh and St. Louis and Toronto a,nd vari ous points in between, the police al ways one jump behind him—that Rab shaw' dropi»ed into the Cleveland post- ofiice to purchase a stamp. There was nothing uni;sual iu the action itself. He had bought stamps at tliat 'window’ hundreds of times before. Hat there was something in tlie attitude of the w'onmn ahead of him in line, some thing furtive about the maimer in wliicli she attempted to conceal the address of the letter which «lie car ried, vvhicli made the chief of the de tectives wonder what was wrong. When lie caught a flash of l»er face, half-hidden under a long black veil, he had an intuition tliat he knew her reason for trying to prevent anyone from seeing the letter. The woman was Meaney’s sister-iu-law. As she purcliased the stamp and bent forward to aflix it, Rabshaw stepped swiftly out of line, aad suc ceeded in catching a glimpse of the envelope. One glance was all he needed. The missive was addressed to John M. Oliver, at a number which Rabshaw knew was in a secluded and quiet part of Indianapolis. Early the following morning Rab shaw took up his vigil outside the house w’here Oliver was supposed to be living. But no one answering to the description of ^the missing man made his appearance, so the Cleveland chief determined to force the issue by sending two of the local police in to find out If anyone by that naij^e re sided there. Scarcely had they re ported that “Oliver liyed there, but was out at the time,** than Meaney strolled dow'n the street and started to mount the steps of the house, total ly unsuspicious of his danger. An in stant later, Rabshaw was upon him, his automatic ready for action, but the fugitive, realizing the folly of op position to superior force, threw up his hands and surrendered. “You’ve got me,” he admitted. “Just when I thought I was safe, too.
