(704) MI476J LEGAL NOTICE NOTICE OF CHANGES IN POLLING PLACES AND PRECINCT BOUNDARY LINES OF TOWNSHIP NO. 1 WARD 1 AND TOWNSHIP NO. 1 WARD 2 NOTICE IS HEREBY GIVEN by the Madison County Board of Elections of the following changes in the polling places and boundary lines of the Marshall and Sandy Mush precincts in Madison County, in ac cordance with and by virtue of authority given said Board by General Statute 163-128 of the Election Laws of North Carolina; and WHEREAS, the Madison County Board of Elections is concerned with convenience and efficiency in the exercise of the franchise by the citizens of Madison County; and WHEREAS, it is apparent that the presently constituted Marshall precinct is too large and unwieldy, and the Sandy Mush precinct is much too small; and WHEREAS, the voting habits, total registration, and convenience of the voters has been duly considered; and WHEREAS, the best in terests of the voters of the Sandy Mush and Marshall precincts will be better served in terms of economy, con venience and efficiency, by the absorption of Sandy Mush precinct into the Marshall precinct, of which it was formerly a part, and by a subsequent division of the merged precinct into two precincts with a more equitable number of voters in each, to wit: those in Sandy Mush (313 voters) and those in that portion of the Marshall precinct (2,112 voters) South and West of the French Broad River, and including Blan nahasset Island, en compassing those registrants within the limits of the town of Marshall on the South and West bank of the French Broad River shall comprise Precinct 1, Ward 2, and the voters of said precinct shall vote at the Marshall Elementary School, and those who reside in the town of Marshall and East and North of the French Broad River shall comprise Precinct 1, Ward 1, and the voters of same shall vote at the Madison County Consolidated High School during any and all future elections; and WHEREAS, the boundary line between Precinct 1, Ward 2, designated as Sandy Mush, and Precinct 1, Ward 1, designated as Marshall, shall be the French Broad River from its point of entry into Madison County on the Madison - Buncombe County line until it leaves the Mar shall precinct and enters the Walnut precinct near Bar nard, and WHEREAS, the boundary lines and polling places in all other precincts in Madison County will remain un changed, and WHEREAS, persons already registered in the Marshall and Sandy Mush precincts will not be required to reregister, The Board of Elections will transfer their registration to the proper precincts; and THEREFORE, BE IT RESOLVED, that this change of boundary lines and polling places shall become effective, on the 5th day of August, 1975, and all future Primary, Special, and General Elec tions shall be conducted in the other eight precincts, along with the two altered precincts which are affected by this resolution and described herein. Section 2. In order to raise the money required to pay the capital costs of providing facilities for fire fighting and prevention as set forth above, in addition to any funds which may be made available for such purpose from any other source, bonds of the Town of Mars Hill are hereby authorized and shall be issued pursuant to The Local Government Finance Act of North Carolina. The maximum aggregate prin cipal amount of said bonds authorized by this bond order shall be $90,000. Section 3. A tax sufficient to pay the principal and interest on said bonds when due shall be annually levied and collected. Section 4. A sworn statement of the Town's debt has been filed with the Town Clerk and is open to public inspection. Section 5. This bond order shall take effect when ap proved by the voters of the Town of Mars Hill at an election. The foregoing bond order has been introduced and a sworn statement of debt has been filed under the Iocal Government Bond Act showing the appraised value of the Town of Mars Hill to be $7,418,000 and the net debt thereof, including the proposed bonds, to be $1127,500.
