Road Improvement.
There is not a State, as far as we
know, which has entered upon the
work of road improvement which
hag not kep(. it up aud fl . m ,
freely upon it, because experience
proved that it paid. It pavs noton-
iy the farmers and others who have
occasion to use the roads, but it
pays the State by the enhanced val
ue of the. property for taxation, fre
quently doubling and quadrupling
the value in a few years. This is
not simply a temporary, but a per
manent increase. But in addition
to this it stimulates increased new
industries, and thus adds to the
wealth of the people aud ot the
State. Next to railroads crobd nub-
