Duplin Personalities MffMMflflVIIIVIVIIVVII Christine Williams Improving records is a long range plan and Chris ^ tine Williams has served almost 31 years as Duplin's Register of Deeds. She feels her length of service has made the difference in Duplin's register of deeds office and others in North Carolina counties. "The books we have here (in the Duplin register of deeds office), I consider ab solute treasures," Register fc of Deeds Christine Williams said. "I enjoy all difference types of people and it is very exciting and interesting to work in the register of deeds office. You deal with births, deaths, marriage and land records." After her election to the register of deeds office in 1952, Ms. Williams worked toward several projects. The a first concern was cutting the ? time needed to record docu ments. Typing of documents for each party involved in the transaction required five to six weeks, but by 1960 the gap was closed to five minutes. In 1960 the register of deeds office moved from the main courthouse into the annex. While working to trim the recording time for docu ments, Ms. Williams parti a cipated in a statewide effort to repair and restore county records. Representative Hugh Johnson from Duplin County introduced a bill in 1959 which was passed to restore all county records throughout the state. At that time Duplin had records dating back to 1784. * ' Otior a (liirH <\f fKo A<\nnf<i courthouses in North Caro ^ lina had suffered loss of all or r parts of their records in fire," the register of deeds said. "So, in I960 we im plemented our own microfilm program for the security of our county records." Each book and index prior to 1960 was filmed and each day the register of deeds office photographs pages before placing them in books for public use. The rolls of microfilm are stored with the * North Carolina Department . of Archives and History, the ? Dorothy Wightman Library in Kenansville. and a vault in Pennsylvania. Ms. Williams pointed out Duplin is one of only about five counties in North Carolina with a daily microfilming program. Realizing a part of Duplin's history was con k tained in eight volumes of ? records held in Sampson County's register of deeds office, Williamns obtained copies of the books and indexes for Duplin. Duplin and Sampson counties were joined until 1784. Today. Williams added, we have 243 years of records in the regis ter of deeds office. Marriage and birth records have been ? projects of the register of W- aeeas. Marriage oonos were issued by the clerk of court until 1868 when licenses were required from the register of deeds office. Marriage bonds were trans ferred from the counties to the department of archives and history in 1918 and an index returned to Duplin in 1954. Birth records were _ required in 1913, but it was P) only in 1954 the certificates became accurate with the opening of Duplin General Hospital. Williams said. Prior to 1954, birth certi ficates were filed by mid wives and doctors. "We have used all the new technology available to this point," Williams said. "The next thing in the future is computerizing land records. Using a county tax map land H will be given parcel num bers. The citizen need only know the parcel number and they can obtain all data regarding a particular piece of property, dimensions, title, mortgages and taxes." Today land records are in dexed by family name. Prior to serving as register of deeds. Ms. Williams worked eight years with the 9 Agricultural Adjustment Office. She is a native of the Kenansville area, but moved to Pink jlill after her mar riage. In Pink Hill Ms. Williams is a member of the Pink Hill Presbyterian Church. She is active in the Duplin Democratic party and serves on the North Carolina Council on the Status of Women as a member of the Task Force on Women and the Law. During the past Mrs. Williams has served as president of the North Caro lina Association of Register of Deeds and currently holds a position on the Board of Directors of the National Association of County Recorders and Clerks. With in the ministry to prisons, Ms. Williams has partici pated in the Yokefellow Prison Ministry and served two years on Governor Jim Hunt's Commission on Vol unteers within the Criminal Justice System.
