Differences la Federal and State Deduction* While both \he Federal and North Carolina income tax laws allow generally the same types of deductions from taxable income, there are substantial differences in the manner of listing and com puting those deductions. Medical Expenses While the Federal income tax law allows you a deduction for certain medical expenses which exceed 3 per cent of your "adjust ed gross income," the North Caro lina income tax law allows you a deduction for medical expenses which exceed 5 per cent of your net income before deducting medi cal expenses. Medical expenses for North Carolina income tax purposes include the following: 1. Drugs and medicines. (You do not reduce your drugs and medicines by 1 per cent of your "adjusted gross income" as you are required to do under Federal law.) 2. Hospital bills. 3. Doctor and dentist bills. 4. Premiums paid on hospitali zation and health and accident in surance. 5. Cost of eye glasses, hearing aids, dentures, and orthopedic ap pliances. 6. Cost of travel to secure mcdi cal treatment. Any insurance reimbursement for medical expenses must be de ducted from the total in comput ing the deduction. The maximum is $2,500. Dividends If you own shares of stock in corporations which are partly or; wholly North Carolina corpora- | tions, you will find a substantial tax saving in the proper reporting of dividends received from these corporations. While Federal law allows you a dividend credit against your tax due, North Carolina law allows you to deduct a percentage of the dividend received equal to the per centage of the corporation's in come taxed by North Carolina. For example, if you receive dividends from a corporation which pays corporate income tax to North Specialist Gives Growing Advice On Vegetables "Some expansion in produetinn of vegetables should be advised for 1957," says F. Cochran, head of the Department of Hor ticulture at North Carolina State College. lie indicates that in creased contract acreages in snap beans, cucumbers for pickles, and peppers for processing arc desired. However, Mr. Cochran warns that fresh market competition in gen eral will be keen. Mr. Cochran says that over a five to 10 year period, there are good possibilities for expansion in vegetable and fruit production in North Carolina, provided a few important developments take place. Specifically, Mr. Cochran believes there must be improve ments in productivity, stability of production, and increased market ing efforts. Indicating that there is no cur rent shortage of these crops for the fresh market except on a sea sonal basis, Mr. Cochran believes, however, that the per capita con sumption of fruits and vegetables is increasing. When this fact is considered, along with the ex f>cctcd increase in population, it is estimated that an increase in production of about 41 per cent ?vill be needed by 1957, he adds. Mr. Cochran believes that gen ;rally the yields of these crops ire much too low. The yields, luality, and production stability :an be greatly improved by more extensive use of supplemental ir 'igation, proper fertilization prac ;ices, and the control of insects ind diseases. Farmers should be informed iiat vegetable growing and mar ceting is a very exacting business, says Mr. Cochran. It is not well suited to tenant type farming and small acreages. He believes the rend is toward large acreages hat can be mechanized and sold n large volume. For, adds Mr. Cochran, concen ration of production in large /olumc is needed to attract pro* :cssing plants. Mayor Promotes Planting of Trees Under a bcautification program initiated by Mayor Clifford Lewis, 110 cedar trees have been set along the waterfront, Beaufort. The planting started last week. \ total of 150 cedars arc to be planted, Mayor Lewis said. H is planned "to set out just as many as imssible," he added. The trees have been taken from Ihe woods. Now the town is try ing to locate some live oaks, but if those can't be found, red maples will probably be planted, according to Mayor Lewis. He said that the project wil( be included in the town's Finer Caro lina program. Carolina on three-fourth* its earn ing! for the year, you need pay income tax only on one-fourth of the dividend received (the one fourth on which the corporation did not pay income tax to North Carolina). The correct way to take this de duction is to enter your total divi dends received in the dividend schedule on the return form and compute the taxable portion of each by multiplying by the tax able percentage applicable to each corporation ? the difference be tween the total and the taxable portion is your deduction. The "taxable percentage" may be secured from the N. C Depart ment of Revenue in Raleigh or one of its branch offices (normally in the county courthouse building), a Certified Public Accountant or Attorney. If you own stock in a corpora tion which pays income tax on all of its income to North Carolina. 100 per cent of your dividend is deductible, with the result that you pay no income tax to North Carolina on those dividends. Taxes Under Federal law, you may deduct most of the taxes you pay to the state and local governments. Under North Carolina law, how ever, you may deduct only the following state and local taxes: (1) city and county properly tax, (2) state intangible property taxes and (3) poll tax. Although not deductible for Fed eral income tax purposes the fol lowing Federal taxes are deduct ible for North Carolina income tax purposes: (1) Federal amusement tax, (2) Federal telephone tax, (3) Federal transportation tax, (4) Federal tax on club dues and (5) Federal tax on safe deposit boxes. You should note particularly that neither Federal nor State income taxes withheld or paid are deduct ible on the North Carolina return. Although deductible on Federal re turns, personal automobile licens es, sales taxes and gasoline taxes are not deductible on the North Carolina return. Interest North Carolina law allows the deduction of interest paid on all types of indebtedness except that incurred to purchase tax-exempt government bonds. The interest on money borrowed from a bank or from a mortgage loan company on home loans, or interest paid to individuals on loans is all deduct ible. For Federal income tax pur poses. if personal property is pur chased under certain instalment contraets and interest is not sep arately stated. 6 per cent of the average unpaid balance may be claimed as interest. North Caro lina has no similar provision, and only interest which has actually been charged as such and paid during the year may be deducted. Interest included in finance charge! which do not indicate the specific amount of interest charted cannot be deducted uniesa a state ment is secured from the lending agency as to the actual amount of interest charged during the year. Losses from the Sale of Seal or Personal Property If you sell your personal home and take a loss, you cannot de duct that loss for either North Carolina or Federal income tax purposes. On the other hand, if you sell your personal home and make a profit, you must report the sale in both your North Caro lina and Federal returns. Federal law provides that if you reinvest the proceeds under prescribed conditions the gain will not be taxable. North Carolina has no similar provision in its law and any gain realized is fully taxable. For Federal income tax pur poses, gains from the sale of cer tain real or personal property (cap ital assets) are taxed at a rate lower than ordinary income. No such distinction is made for North Carolina income tax purposes with the result that all gains are fully taxable at the same rates as or dinary income.
