John Jones owns a United
States savings bond issued In
his name as sole owner. How
may he transfer ownership
to another as a gift?
This may be done only by
having the bond reissued in
the name of the donee in
accordance with regulations
of the government.
He may, of course, redeem
or “cash” the bond and then
deliver the proceeds to the
donee.
The law makes an excep
tion if the donor makes a
physical delivery to the
donee at a time when he is
in contemplation of death
from a present illness or
borne Immediate peril: This
Is what lawyers call a gift
“causo martls” (on account
of death).
Government savings bonds
cannot be voluntarily sold or
used as collateral or secur
ity for the performance of
an obligation.

Veteran’s Preference
Still Observed
Immediately after World
War L World War 11, and
the Korean Conflict most
veterans knew about bene
fits and services available
to them through the Ser
viceman’s Readjustment Act.
What many veterans do
rot realize is that a contin
uing program of service is
still available to them now.
Veteran’s preference is still
observed, in job referrals,
employment counse’ing and
in referrals to training.
Training is now available
under the Manpower Train
ing Act at no to the
trainee. Most veterans are
eligible for training aHow
ar.ces, dependents allowan
ces, and subsistence a’low
ances. Allowances range
weekly. Training has been
given recently in auto mech
anics .machinist, electrician,
construction - equipment me
chanic, carpentry, br’cklay
ing, welding, drafting, che
mist assistant and other
occupations.
The goal of the Manpow
er Training Act is to pro
vide oc"UPatiooal training
for ur.emDlryed perso-rs, to
equip them with skills so
that they may secure and
maintain suitable full-time
employment.
Some 1800 E"'pay
ment Offices in the United
States offer special veterans
services There is a Veterans
Employment Representative
in every local office. Your
Veterans Representative for
the Tri-County Area is Nnl
W. McKinney Contact Irm,
or any other representative
of The Employment Secur
ity Commission at 304 Ok
Street in Spruce Pine for
further information about
veterans services.
This may also be accom
plished by a donor setting
up a trust during his life
time. For example, a donor
may transfer either real or
personal property to a trus
tee for the use of the donor
himself for life and upon his
death the property passing
to another.

Are there any restrictions
upon a wife conveying her
property to her husband?
Yes. A wife in North Car
olina cannot directlly or in
directly convey real property
which she owns to her hus
band without being examln
& separate and apart from
her husband by a designat
ed certifying official, who
incorporates in his certifi
cate his conclusions and
findings of fact that the
conveyance Is not unreason
able or Injurious to her.
The particular statute was
passed uto' protect the wife
from the Influence and con
trol which the husband Is
presumed to have over her
by reason of the marital re
lation.
The statute Is not appllca-'
ble to transfers of personal
property between tl?e spous
es nor to conveyances of
band to his wife.
