Furthermore, certain persons in the armed forces and their spouses, certain veterans, cer tain civilians working w ith the armed forces, and members of the Peace Corps may register by mail at any time prior to said referendum in the manner provided in Article 21 of I h.ipter I 63 of the General Statutes of North Carolina and in person at any time, including the day of said referendum. Those residents of the Town who have not voted in either of one of the two most recent successive presidential elections or in any other election conducted in the Period be tween said two elections will not be consid ered to be registered under Brunswick County 's permanent registration system. The last day on which registered voters who arc tcsidents of the Town and have changed residence to the precinct in which the Town is located from another precinct since their registration may transfer registra tion is Monday, March 14, 1994, except that any person who has so changed residence more than 30 days prior to said referendum may obtain a certificate of removal and re cord & change of address on the dale of said referendum and vote in the office of the Brunswick County Board of Elections men tioned above or at such other location as specified by the Brunswick County Board of Elections. The last day for ne:w registration of those not now registered under Brunswick County JL permanent registration system is Monday, March 14. 1994. Any qualified voter of the Town who is qualified to vote by absentee ballot in said special bond referendum may apply to the Brunswick County Board of Elections for an absentee ballot. Any qualified voter who is qualified to vote by military absentee ballot pursuant lo Section 163-243 of the General Statutes of North Carolina may also apply for an absentee ballot as provided by section 163 247 of the General Statutes of North Caro lina. Incubator Awarded $10,000 Grant Brunswick Electric Membership Corporation's busi ness incubator near Whiteville has been awarded a SU),(M)() grant by the North Carolina Technological Development Authority. Grant monies will be used for facility and capital im provements at the Business Development Center, an in cubator co-sponsored by BEMC and Southeastern Community College. Business incubators assist new business owners by providing a building that can be shared by several com panies. The businesses share services to reduce start-up costs, while owners gain valuable management skills. The 24,000-square-foot Business Development Cen ter is located two miles south of Whiteville. It opened in October 1991 and currently houses six active businesses. They are Remote Data Systems Inc., Noone Gloves of Carolina Inc., Calibrations Ltd., Coastal Temporary Services Inc.. Live Oak Timber Inc. and Complete Janitorial Supplies. The six businesses have added approximately 140 jobs to the area and their combined gross sales exceeded S3 million in 1993, according to a BEMC news release. The Business Development Center assists small manufacturing companies and service-type businesses. They share a FAX machine, copier, conference room, re ceptionist. parking lot and restrooms. Southeastern Community College also provides a part-time facility manager who serv es as a business con sultant. The North Carolina Technological Development Authority (NCTDA) is a non-profit economic develop ment corporation based in Research Triangle Park that supports innovative, new companies statewide. NCTDA President Brent Lane said award of grant is "the first step in building a statewide network of busi ness incubators bringing the resources of the Research Triangle Park to entrepreneurs throughout North Carolina." Since 19X4. the N.C. General Assembly through the NCTDA has joined with more than a dozen communi ties across the state to develop business incubators as part of its local economic development strategies. By providing facilities and support serv ices to local entrepreneurs, these incubators enable more North Carolinians to start their own businesses and create new jobs in their communities. In addition to the Whiteville site, NCTDA has awarded grants to develop business incubators in Way nesville, Marion, Ahoskie, Goldsboro, Charlotte, Dunn, Greensboro, Littleton, Roxboro, Boone and Wilmington. "Already these incubators have supported the growth of more than 150 new companies employing nearly 1,5(H) people throughout North Carolina," Lane said. "Their success shims iliai entrepreneurs can succeed anywhere across North Carolina provided they have ac cess to the essential resources?information, technology, capital?needed for their growth." Most other business incubators are old, remodeled buildings. The NCTDA is currently developing a First Flight System, which will use a statewide network of business incubators to create and attract new industry and transfer technology developed in the Triangle area into commer cial applications. The system also will serve as a statewide mechanism for the attraction of innovative growth-stage companies from outside North Carolina. NCTDA announced the grant award last Thursday in Whiteville. Formal presentation of the money was ex pected Wednesday at a reception at the First Flight Ven ture Center in Research Triangle Park.
