C. - New directions for the program of equal opportunity in Federal employment --- emphasizing training and ad\ancemcnt op portunities for minority em ployees and women—were de scribed by Civil Service Com mission Chairman Robert F. Hampton at a news briefing here last week, following President Nixon’s approval of the Com mission’s recommendations for strengthening the program. Earlier in the day, the White House issued an Executive order and -a Presidential memo assigning the Civil Service Commission continuing leader ship responsibility for the Gov ernment-wide program and di recting heads of Federal de partments and agencies to ‘cooperate fully in this urgent undertaking and move forward energetically” toward the goal of completely eradicating dis crimination of any kind in Federal employment. The new order for the first time maps out specifics of what is requir ed oi agency heads in develop ing affirmative action programs and requires agency heads to provide the necessary man power and resources to carry out their responsibilities. The President’s action stemmed from a full-scale re view of the equal employment program that he had directed Chairman Hampton to under take last March, and are based on the changes recommended in the CSC report. “No more serious task chal lenges our nation domestical ly than the achievement of equality of opportunity for all our citizens in every aspect of their lives regardless of their race, color, religion, na tional origin or sex,’’the Presi dent said in his memo to a gencies announcing the new ord er. “Discrimination of any kind based on factors relevant to job performance must be era dicated completely from Fed eral employment.” “In addition, we must, through positive action, make it possible for our citizens to compete on a truly equal and fair basis for employ ment and to qualify for ad vancement within the Federal service,” the President con tinued. “we must searched for new ways to provide the ne cessary encouragement, as sistance and training opportuni ties, were appropriate, so that all employees may utilize their capabilities to the fullest ex tent in meeting the manpower needs of Federal agencies.” Dillard Hl# School Roloaies Honor 101 l GOLDSBORO - Thirty three DHS students earned recogni tion on the honor roll at Dil lard High for the first mak ing period, announced princi pal.
