Page -2- I. No permits should be granted for new or expanded discharges of wastewater into rivers and estuaries. Furthermore, it is recommended that existing discharges be eliminated within 20 years. II. The long-term needs of the county are best served by a regional or subregional ocean outfall. Land application is not a suitable long-term solution for the County's wastewater disposal needs. III. The long-term wastewater disposal needs of the County must take precedent over the short-term needs of individual municipalities. IV. A long-term solution will require the cooperation and shared responsibilities of the County and every Municipality in planning, funding, and implementation. V. The County and municipalities should utilize land-use planning and zoning to control growth and limit density. It is recommended that the lot size reductions associated with the provision of centralized wastewater systems be eliminated, and that water conservation measures be encouraged. VI. The following criteria should be used to judge the suitability of land appli cation sites: A. The watershed contributing to the point of discharge must be large relative to the area irrigated. B. The site should be as far from an estuary as possible, and the fishery value of a potential receiving stream should be taken into account. C. Cover crops should be selected to maximize nutrient uptake and water retention on site. D. Sites should be located far from habitations to minimize impacts on health, quality of life, and values of adjacent properties. Mayor Hanan reported on the status of the beach renourishment plans. The Corps of Engineers has sent out bids for the work to be performed. Pine Knoll Shores will receivei 300,000 yards of sand for our beaches. Work to be scheduled for December-January comple-* tion. Hanan asked the Board to approve a letter of intent from the Board to the Carolina Telephone Company for the installation of the 911 emergency system for Pine knoll Shores. The advanced automated system will display the dialer's name, address and telephone number a display screen at the Coianty Emergency Center. This information will then be relayed to the appropriate emergency department at the municipal level for a response. The esti mated cost for each resident will be a one-time only charge of $2.’50 and a $.50 monthly addition to telephone bills. Recycling bins will be installed Wednesday November 15 in the parking lot at the rear of Town Hall. [See the note of the pilot project in this issue.] The Carolina Water Company indicates it will expand its operation which is located at the A.C.Davis residential property. Concerns about the added traffic and additional personnel were raised by a representative frcan the Pine Knoll Association. Legal Counsel will study the wording of the non-conforming use permit to determine if this ex panded use will violate any town ordinance. The North Carolina Department of Natural Resources, Division of Coastal Management, in their effort to protect the remaining maritime forest, declared the area west of Pine Knoll Blvd. to Beacons Reach to be under the jurisdiction of the N. C. Department of Administration. Mayor Hanan responded to this proposal by indicating that these areas were privately owned, municipally owned and utility owned, and as such are protected by the Pine Knoll Shores Land Use Plan and should not be included in the A.E.C. designation. -
