Thomas Legislative Report May 4, 1979 City and county governments have long suffered as a result of State and federal decrees that require sub stantial services for our people at the local level. Much of the problem has been a result of increased social ser vices by State and federal authorities without a matching increase in funds. M jrrow, the cost overruns in county medicaid budgets are a result of two actions by last year’s General Assembly. First, the legislators changed the State and county shares of intermediate care facilities (IGF), skilled nursing facilities (SNF), and rest home care in order to encourage the placements of patients in rest homes (instead of ICF/SNF facilities). This action caused a drop in rest home care costs but caused a dramatic rise in SNF/ICF costs. Secondly, the Assembly adopted a supplemental budget increase of J41 million. A major part of this increase was for the reinstatement of the dental program. This additional action came too late for counties to make the proper adjustments in their budgets. Consequently, these two actions have already caused unforeseen, unbudgeted increases in Medicaid expenses in at least two counties in the Second Senatorial District. The Pamlico County Board of Commissioners are anticipating a shortfall of $12,000 this fiscal year as a result of the increased costs. Early estimates indicate next year’s budget in Pamlico for Medicaid expenses will be double this year’s. Craven County’s problem seems even more significant. Craven’s cost for patients in intermediate care beds at Caswell Center for this year is $5,378. Under the General Assembly actions of last year, the increased cost would be over $57,000 next year, according to the Craven County Board of Social Services. Fortunately, there might be some possiblity for relief before this Session of the Legislature is finished. Two bills have already been introduced that would eliminate much of the budgetary problems experienced by the counties. Naturally, none of the law makers are anxious to increase State sjsending at this cost-cutting time. However, since most officials agree that the budget problems are being caused by previous legislative action, the bills have an excellent opportunity of passing. Hopefully, these problems and the subsequent actions needed to solve them, will cause all of us in the Legislature to be much more cost conscious when dealing with legislation that can so adversely affect our local communities. As you know we have very young children at this school, kindergarten through second grade. They sometimes have minor accidens and need clothes to change into. It is not always possible to contact the parents of these children right away. Therefore, we need extra clothes at the school in order for these children to change their clothes. It is very uncomfortable and embarrassing to the child to have to wear wet or ripped clothes because we cannot get up with the parents. Will you please help us out by checking through your child’s clothes and collect all items that are too small and bring them to the school?
