PRIMARY JUNE 2 FILING CLOSES APR. 14 Judges, Solicitors, Congress men And Legislators To Be Chosen Special to the HERALD Raleigh, Feb. 1.—Nine super ior court judges, three supreme court justices, two State officials, 29 district solicitors and 11 con gressmen are to be elected in the off-year general election next fall and subject to the primary in the spring. The three members of the su preme court bench are Chief Jus tice W. P. Stacy, and Associate Justices Heriot Clarkson and W. J. Adams, who, so far as is now known, have no announred oppo sition. The two State officials are Stanley Winborne, public utilities commissioner, now serving under appointment, and Charles M. John son, State Treasurer, to fill out a two-year period of unexpired term of John P. Stedman, who resigned before his inauguration. So far there has been no announc ed opposition to either of these. Both are expected to run. But in superior court races many candidates may be expected, both for the judicial seats to be filled, and for the solicitorial jobs. Elev en judges will not have to run, their terms extending until 1938 in 10 cases, and until 1936 in one instance Nine others must enter the primary and elections, and some of these are certain to have opposition. In order of number of district, those whose terms expire Janu ary 1, 1935, include Judge Frank Daniels, Goldsboro, of the Fourth district, who has reached the re tirement age. He has not decided whether to be a candidate again or to retire. If he runs, no oppo sition is expected. If he retires, Solicitor Clawson Williams, San ford, is expected to be a candi date, and Norman Shepherd, of Smithfield, is expected to run for .solicitor, and there will doubtless be others for both. Judge W'. C. Harris, Raleigh of the Seventh, comes up for elec tion, with no announced opposi tion so far. Solicitor J. C. Little may be opposed. Thomas Ruffin, Raleigh, and W. L. Lumpkin, of Franklin, being mentioned. Judge A, M, Stack, Monroe, 13th, may expect opposition from Solicitor P. Don Phillips, Rockingham, and Union L. Spence, Carthage, which may make a lively race. Judge J. M. Oglesby, Concord, of the 15th is up again and hag no announced opposition so far. Judge T. B. Finley, Wilkes boro, of the 17th, has reached re tirement age and announces he will not run again. The candidates are already announced, J. Hayden Burke, Taylorsville, and J. M. Ragland, Spruce Pine, and there are many others. Judge Michael Schenck, Hendersonville, of the 18th; fudge Pender A. The police say Steve can stay. also up for an eight-year term. All 20 solicitor offices are to be filled and probably most in cumbents who seek reelection will have opposition. Solicitor C. L. Williams, 4th district, is not ex pected to have opposition but will run for judge if Judge Daniels retires, opening up the contest. Solicitor Little, Raleigh may be opposed. Lee Carr, Burlington, may be opposed by James Patton, Jr., Durham. If Solicitor Phillips, Rockingham, runs for judge, his post will be open to the field. Soli citor J. G. Carpenter, Gastonia, has announced opposition of Claude B. Woltz, Charlotte. If Solicitor C. W. Higgins, Sparta, is named U. S. District Attorney, it will throw his office open to the field. Other contests may be ex pected for the prosecuting jobs. The two State officials and all judges, supreme and superior courts, will be elected by State wide votes, but superior court judges are nominated by districts. The 20 solicitors and 11 congress men are elected by districts. Filing time for notice of can didacy ends the seventh Saturday before the primary, which makes it April 14, the primary coming June 2. If there is a second pri mary, it will come four weeks later, on June 30th. A change has been made in filing fees. Candi dates for Congress, State offices, judges and justices, must pay fees of 1 per cent of their annual statu tory salaries, not reduced if they voluntarily return a part of their salary, as some are doing. All county cand-dates for office pay one-half of one per cent of then salaries, except county commis sioners, boards of education and township candidates, which pay a fee of $1, Raymond C. Maxwell, xecutive secretary of the State Board of Elections, reminds. Even with the campaigns of candidates for Governor and all State office two years off, when also comes one senatorial race, he off-year election and primary will offer something of interest, even excitement, to the voters.
