Winfield Crew, Jr., prominent young city banker, attorney and extensive property Owner here (Staff Photo—Herald NewsKut by Crumpler) Not To Be Located City Hall A delegation of about 40 citizens met in the courtroom of the Mu nicipal Building last Tuesday night at 7:30, prepared to offer protests to the Board of Commissioners in regard to placing the proposed City jail in the Municipal Building. However, the Board in a regular adjourned meeting that began at 7:00 p.m. decided against placing the jail in the Municipal Building without hearing the protests of the delegation. Mayor Allsbrook ap peared before the citizens about 8:00 and informed ithem of the Board’s action. Following are the minutes of the Board meeting in which the action on the jail location took place: The adjourned regular meeting of the Board of Commissioners of the City of Roanoke Rapids was held in the Commissioners’ Room at 7:00 o’clock, p.m. on Sept. 12, 1939. Present: W. B. Allsbrook, Mayor; M. D. Collier, J. B. Gurley, J. C. Smith, R. I. Starke, Geo. N. Tay lor, Commissioners. Absent: F. C. Williams. The Mayor called the meeting to order and stated that the delega tion was waiting in the Court Room to be heard in regard to the loca tion of the proposer; jail in the Mu nicipal Building and that he under stood that the Board was expected to inform them definitely tonight whether or not the jail would be located in the Municipal Building; but that in his opinion it would be advisable to investigate the matter further before making a definite decision. The Clerk read a letter from Commissioner F. C. Williams, who was absent, reading in part as fol (Continued on Page 12, Sec. A) WERE ON RUNNING BOARD Frances Warren, 14, and Surroy Keeter, 17, died tonight after being dragged from the left running board of an automobile, which was carrying them home from a Sun day School picnic, by a lumber truck on the Littleton-Aurelian Springs highway four miles east of Littleton. The deaths tonight bring Halifax’s total to eleven for the current year. The Keeter boy, the son of Jesse Keeter of near Littleton, died en route to the Roanoke Rapids Hos pital where the two victims were brought by the driver of the coupe, Carlton Critchet, on which they were riding. The girl, the daugh ter of Claude Warren of Route 1, Littleton, died within a few min utes after reaching the hospital. Critchet and Herman Shearin, the driver of the truck, are both being held pending the outcome of the coroner’s hearing tomorrow at 2:30 in Littleton. The truck belonged to Sam King of Littleton. Those in and on the car besides Critchet were Annie, Walter, and Sarah Brewer, and Louise Lyles. The accident happened about 8:00 p.m. about four miles from Little ton on the Littleton-Aurelian Springs highway. The truck was headed in tfce direction of Little ton, when the tragedy occurred. The other occupants of the car, three in tjie seat and two on the opposite running board, were un injured. The truck’s projecting body caught the two young people on the running board and mangled their bodies against the side of the coupe. The side of the car was badly dented in from about the front of the door to the rear fen der. With the death of the two young people tonight, Halifax County’s to tal fatailities rises to eleven, four of them coming from people riding on the running boards of automo biles. The two before tonight were the Lakey death in Roanoke • Rap ids some time ago and a colored fatality near Scotland Neck re cently. I 5 TROOPERS! Two additional patrolmen are to be added to the force in Halifax County before the end of the week. One will be stationed at Roanoke Rapids and the other one will be stationed at Enfield. The man go ing to Enfield, which has not had an officer before, will report to morrow for duty. The additional patrolman for Roanoke Rapids is expected in town Saturday. The two additional men placed in Halifax County, which has been among the high brackets for high way fatalities in the State for a long time, give the county a total of five. At present there is one at Scotland Neck, one in Weldon, and one in Roanoke Rapids. The additional men come tc the county in carrying out the High way Department’s program of in creasing the efficiency of the Safe ty Department. Fifty new men are to be added as soon as stations are worked out for them. Halifax County, in having five men within its limits, stands high in the State in regard to number of patrolmen. Patrolman Rothrock, who has been in Roanoke Rapids for some time, will remain in the city to work in conjunction with the new* man. No shifts of any men within the county will be made, according to Patrolman Long, who is sta» tioned at Weldon. : • &V.
