TRAINING SCHOOL IN FIRST AID TO END DECEMBER 15 Dr. Marshall Conducts Instructors Course for Halifax Citizens The county-wide First Aid Train ing School being conducted in the Court House at Halifax by Dr. Otis Marshall, staff physician of the American Red Cross, will end Fri day night, December 15. The course, which gives those taking it an in structor’s certificate, began on De cember i, with three hours of in struction for five nights a week, the classes lasting from 7:00 to 10:00. About thirty-five teachers, patrolmen, firemen, and industrial employes, who receive the full 30 hours instruction, expect to receive their certificates soon. Dr. Marshall was assisted in the training course by Mrs. Marshall. Dr. Ralph Sykes, county health of ficer, and Mrs. W. L. Knight, chairman of the Weldon Chapter of the American Red Cross, were also instrumental in the success of the school. The ten days’ training school was sponsored jointly by the County Health Department and the Wel don Chapter of the Red Cross. The purpose in bringing Dr. Marshall to the county was to give more people the ability to teach First Aid to the growing number of la borers and business men who most frequently need the knowledge and skill of rendering aid to the injured. Social Security Set-Up Explained PART I In the State of North Carolina, there are more than 925,000 per sons who now have social security account numbers; and most of them want to know how the changes in the law apply to them. By way of supplying information to our readers this paper begins this week, a series of articles, each of which will explain one provision of the new social security program. Three of the amendments to the act concern almost every family in the United States, in one way or another: 1. The wage tax of one percent remains the same until 1943. That is, the tax will not be incresaed in 1940, as was provided under the old law. 2. In addition to monthly pa ments to insured wage earners who are eligible for benefits after reach ing age 65, monthly benefits will be paid to the aged wives and mi nor children of these annuitants; and monthly benefits are provided for aged widows, for orphans, and for widows with minor children of insured wage earners who die. 3. Monthly benefits will begin two years earlier than was provid ed in the original act, which means that the first monthly payments of old-age insurance will be made in 1940 instead of 1942.
