The miller who refuses to -hedge, alleging that he is no "gambler," is in the same class with the man who refuses tto take out Are or life insurance. By making pos sible these hedging transactions the exchanges render a highly important economio services That abuses have, grown up along with the legitimate and desirable functions is undoubtedly truli but to eliminate these by a pro hibiflLve tax on future transactions, as is being advocated in some quarters, would be like burning the barn to get rid of the rats. Ocean Freight Rate and Price The steady decline in ocean freight rates is likely to have rather .far Teaching effects on the "prices of some staple commodities in this - country. For example, since the end of last year the rate on sugar from" Cubahas de- -enned from 38 1-2 cents .to 16 cents per .100 pounds, and further reduc tions are expected, owing to the meagre cargoes offering from West Indian ports and the active competi tion anions shipping: companies. The lower ocean rates are expected -to be reflected in . the price of sugar, as well as of othef ' impbrted commodities. 'In some cases iney may even have, a tendency to stimulate w imports. Such things will naturally lead - to a fur ther shrinking in inventory values where large stocks have been accu mulated.
