Incident Ul bpanish Message T o Japan Considered Closed WASHINGTON, Nov. 20.—UP)— Spanish-American relations rolled back to an even keel today as both Washington ana Madrid let it be known that the inciden of the Span ish note of congratulation to the Japanese puppet regime in Manila is considered closed. Generalissimo Francisco Fran co's government in Madrid an nounced it first. In response to questions, the state department said it had instructed American ambassador Carlton Hayes to tell the Spanish foreign minister that it considers the ex planations furnished by the Span ish government were put forward in good faith, and that it was pre pared to let the matter rest. The department’s statement fol lowed a fortnight of “serious study’’ which undersecretary of state Ed ward R. Stettinius said recently was being given to the Spanish note. The note, sent on October 18 to the Japanese sponsored Philippine government of Jose P. Laurel, con veyed “the most sincere senti ments” not only of Generalissimo Franco, “the government and the ministry of foreign affairs but also of the Spanish people.” An explanation supplied here, by Spanish ambassador Don Juan Francisco de Cardenas speaking for his government, was that the note was intended as an act of courtesy toward the Philippine peo ple and implied no recognition of the Laurel government. Mrs. Penn will forward the ring to the party who is able to give a complete and accurate descrip tion. She reports that there are several unusual features about the ring that would make it easy to identify. Newell, manager of the San Francisco war housing center, to “come prepared to go to work or stay away from San Francisco.” The warning followed the decision of many hotels to limit room oc cupancy to five days for transient guests, including service person nel.
