MARKET CLOSES ON RISING NOTE NEW YORK, Jan. 31.—I.fi—Re versing the order of the previous session, today's stock market started poorly but closed on a ris ing note. Final gains in the leaders rang ed from fractions to more than a point and some specialists showed wider advances after a general decline in the first hour. Stocks considered to have the best peace prospects were in bet ter demand than the heavy in dustry issues and other war shares. This buying selectivity was attributed by brokers to the new sweep of the Russian Army on its drive for Berlin. The Associated Press 60-stock composite at the close was up .1 of a point at 58.7. Transactions amounted to 1.177.960 shares com pared with 1.529,458 Tuesdav. Bonds were mixed. Cotton fu tures climbed 50 cents to $1 a bale. Curb stocks attracting better bids included Ainsworth, E. W. Bliss. Pantepec and Consilidated Textile. Transfers here were 395, 575 shares against 508,250 the day before. _ \r Belgian Businessman Released After Arrest On Collusion Charges BRUSSELS, Jan. 31.—W—Phil ippe Van Isacker, business asso ciate of King Leopold's father-in law, was arrested recently on a charge that his concern had dealt with the Germans, but was re leased after a few days, it was disclosed today. Van Isacker is general manager of Importation de Bois Societe Anonyme, an Ostend company of which H. L. Baels, the King's father-in-law. is chairman. Baels himself lived at Biarritz in occu pied France during the occupation, and still is there. It was believed here he had no hand in the man agement of the concern during the occupation of Belgium.
