First recipients of the new four-star grade will be Lt. Gen. Alexander A. Vandegrift, com mander of the Marine Corps, and Vice Admiral R. R. Wae sche, Coast Guard commandant. Penalty For Barring Senators From Agency Hearings Is Proposed WASHINGTON, March 15.—UR— A year in jail plus a fine of $1,000 was proposed today in Congress as penalty for any Government of ficial refusing to let a Congress man attend an agency hearing. Rep. Walter (D-Pa) introduced the legislation and said it was aim ed at preventing repetitino of the recent case in which OPA cle*-k denied three of his colleagues ad mittance to an OPA industry ad visory committee session. The incident left Reps. Morrison (D-La), Jennings (R-Tenn) and Earthman (D.-Tenn.) furiious and prompted a letter of apology from OPA Administrator Chester Bowles. COUNTY IS HOST TO CONVALESCENTS As part of a reconditioning pro gram for hospitalized servicemen, 80 convalescent soldiers from the General hospital at Fort Bragg visited Wilmington and Wrights ville Beach Wednesday _ Accompanied by W. j. Cartier, executive secretary of the Cham ber of Commerce and J. E. L. Wade, the group, under the direc tion of Lt. J. L. Irwin and four other officers, first viewed the city from the roof of the Murchison building, through the courtesy of the building manager. Arriving at noon in two ar m y buses,'the sightseers were escort ed through the new American Le gion home by Post Commander Norwood S. Westbrook. Through the cooperation of offi cials of the North Carolina Ship- ‘ building Co., the visitors toured the whole shipyard and viewed the dif ferent processes of shipbuilding. Accompanied by guards who an swered the many questions of the soldiers, photographs of the group were made and will be featured in the next issue of the hospital magazine. They were greeted at the gate by Paul A. Wilson, secretary of the company and were escorted through the yard by C. T. Lewis. Following the tour, they were treat ed to light refreshments at the shipyard cafeteria. It was discovered on a trip to Wrightsville Beach, immediately following the shipyard expedition, that 17 of the group had never seen the ocean before. it was understood tnat me ma jority of the enlisted men had not seen overseas action, being cas ualties of training in this country. Most of the officers, however, it was believed, had been overseas. Returning from the Deach, the soldiers drove through the Forest Hills residential area, viewed New Hanover High school and admired the scenic drive on Market street. At 4 p.m., the visitors were en tertained at the Second and Orange U. S. O. club where they enjoyed singing, dancing and refreshments. Mr. Cartier praised the U. S. O. officials and hostesses for present ing such a splendid program on short notice and commended ship yard officials for their cooperation and the city police for arranging for parking spaces for the buses. Before leaving for Fort Bragg at 4:30 p.m., each visitor was given an envelope containing folders and i other literature on Wilmington and vicinity. Plans are being made for anoth er group to visit Wilmington within a month and is thought that they will visit Orton plantation and the beaches and perhaps see a ship launching.
