Aug. 28.—(.P)—The bond market made a feeble effort to get somewhere in early dealings today but tired of the effect i nd lapsed into an irregulatrly lower trend at the close. Advances and declines, generally less than a point, where about even ly distributed among the leading rails. Industrials and utilities were neglected for the most part and the recently forward leading U. S. governments appeared confused as to direction. Sales of $5,350,000 com pared with $5,270,000 on Monday. Issues making some progress in cluded obligations of the Missouri St. Louis, Inland Steel, Norfolk Southern, Peoria and Eastern, Cot ton £elt. St. Paul and Kansas City Short Line, Southern Pacific and Rock Island. Acting indifferently were, among others, loans of the St. Paul, Mis souri Pacific, New York Central, New Haven, St. Louis-San Fran cisco, Atlantic Coast Line, Chicago and Alton. Great Northern, Illinois Central and Northern Pacicif. Activity was at a minimum in the government department. A few medium term Treasury loans inch ed ahead while the longer dated issues lost ground. Pereuvian issues strengtheneed in the foreign department on word that debpt resumption might be undertaken. Some qualities would be lowered with out much actual loss in cotton. The New York cotton exchange seivice leeived advices indicating there was very little if any damage in warehouse stocks in Houston and Galveston. Reports in the trade that any ef forts to change the present sup port program in cotton would meet strong opposition in congress con .ributed to the steadiness in fu tures.
