Southern Senators Muster For Filibuster On FEPC Two'southeastern North Carolina organizations, one in Duplin and the other in Columbus county, yes terday were' granted certificates of incorporation by the secretary of state. The .Faison Fruit and Vegetable Exchange, with an authorized capi tal of $25,000, was chartered with principal offices in Faison, Duplin county. Subscribed stock tc the amount;of $300 was listed as owned by Joseph L. King, C. D. Lee and B. D. Clifton, all of Faison. Whiteville Industrial Develop ment corporation, with an author ized capital of $100,000 and $300 subscribed was chartered, listing incorporators as J. A. Maultsby, S L. Braxton and J. Harmon Leder, all Whiteville business men. PRIORITY SYSTEM HIT BY OFFICIAL Respite legislation authorizing the Federal Housing admimsara rf® tn set up a priority system So increase the materials available for construction of homes for vete rans a Wilmington building and loan’ official predicted yerterdg that construction of commercial buildings would be slowed down without a corresponding increase in home building. “Here in the local area, we have more commercial structures being built than homes,” the officiali sal . “Establishing a priority system may slow down construction o commercial buildings—such garages and stores—but I do n t believe it will result in construc tion of a great many new homes by veterans.” Most home loans now being granted to veterans are for the purpose of purchasing homes al ready built, he said. “As long as builders are able to secure any construction materials without using the priority system, they will not go into this FHA home-building for veterans very deeply. The red tape involved makes it not as good a proposition from the builder’s standpoint, he added. , , . +v. FHA officials have declared the main purpose of the legislation to be to expedite construction of , housing costing less than $10,000 I! for occupancy by veterans. Materials Property Priorities, wmcn are yi^^ — building materials from the time they are manufactured unt-i mey are utilized in actual construction, will be given individual veterans end builders who agree to give the veterans of World War II prefer ence in renting and buying the structures. Applications for priorities may be obtained from any FHA fielc office. , . The $10,000 ceiling placed on th< sales of houses, including land and improvements, or the $80 pei month rental are maximum fj£ ures under which builders mus stay in order to take advantage o the priority system. “That,” the building and loan of Tc.al said, “is another bad feature of the FHA plan, from our stand point. If we get materials througl the priority system, tell the gov t -nment that we estimate thi house will cost $3,000, say, and thi cost is greater than that, we los: on the deal because that is, th: highest figure we can charge.” Besides the $10,000 ceiling fo: purchase of homes and the $80 pe month rental' charge, the FHi re lations also stipulate that: 1. Applicants must furnish de scription of the structures they plai to build and the price or rental a which they will make it availabli to veterans. FHA field offices mus be satisfied that the proposed sal price or rent is reasonably relate: to the proposed accommodation, 2. Applicants must show they wil be ready to start construction with in 90 days and demonstrate tha they have effective control of th land, that financing is assured, an: that arrangements have been mad: for local building permits, utilit; services, and the like. 3. Applicants must agree to mak the housing available only to vet erans during the period of con struction and for 30 days there ar‘ m.
