Senate debuted the arbitra
tion treaties Huhmmitted by
the President implied a viola
tion'of the constitution anil
amended them in neeordaine

that the treaties be approv
ed without change. Opinions
differ as to the merits of the
controversy which involved
a question of constitutional

Inadvertantly, no doubt,
but not the less certainly, the
Senate itself perpetrated an

ment to the agricultural ap

of the constitution and that
