The purpose of Ihis column is lo familiarize residents of Edenton, Chowan County and surroundiii}; area with the personnel and activities of the local Heavy Mortar Company, 119th Infantry, 30th Division of the North Carolina National Guard. One or more members of tile Com pany will be interviewed each week along with publication of weekly activities and notes concerning tile local company. INTERVIEWS Ist Lt. Charlie W. Swanner— This week’s interview features Ist Lt. Charlie Swanner, a valua ble officer in the local company, with over 12 years active and Na tional Guard service. Lt. Swan ner’s military career began on July 31, 1942, when he enlisted in the U. S. Navy. After comple tion of basic training at Camp Al len, Norfolk, Va., he attended Gunnery School at Camp Brad ford, Va. During this school he qualified with the U. S. Rifle Cal. 30, Pistol Cal. 45, and Machine Guns Cal. 30 and Cal. 50. After completing Gunnery School Lt. Swanner was assigned to the 32nd Construction Bn. He went overseas with this battalion on December 11, 1942 and served in the Aleutian Islands as Gun ner’s Mate until February 12, 1944 and on the Admiralty Islands for 14 months. He received his dis charge from the U. S. Navy on November 14, 1945 as Petty Offi cer Ist Class. Lt. Swanner enlisted in the lo cal company on June 23. 1948 as jxivic calendar! He appeared before an examining board at National Guard Head quarters in Raleigh July 14, 1949 and was found qualified for a commission as 2nd Lieutenant. He has completed the 10 Series which consists of 16 courses from the Army General School, Fort Riley, Kansas,-March 21, 1950, the 20 Series from the Infantry School at Fort Benning, Georgia required for the grade of Captain, and is currently working on the 30 Se ries which consists of Advanced Infantry subjects. Swanner was promoted to Ist Lt. on August 3, 1951. His pres ent assignment in the company is Recon Officer (second in com mand). Lt. Swanner has been awarded the Asiatic Pacific Campaign Medal, American Campaign Med al, World War II Victory Medal, and the Armed Forces Reserve Medal. Lt. Swanner is marired to the former Grace White. They have two sons, Charles and Gary. ACTIVITIES The last scheduled drill was held on October 2, 1957. Instruc tion in Squad Patroling was giv en by Lt. Taxes In New Area Clarified Ernest J. Ward, Jr., town clerk, recently had some complaint from residents in the newly annexed area of Edenton on the basis that their 1957 property taxes should be paid on a pro-rata basis from March 18, 1957, to December 31, 1958. According to Mr. Ward, the General Statutes of the State of North Carolina, Chapter 160-445, the newly annexed territory shall be subject to municipal tax es levied for the fiscal year fol lowing the date of annexation. It is Mr. Ward’s understanding that taxes are listed on January 1 for a calendar year in order that towns and counties may have an opportunity to establish the total property valuation prior to mak ing a budget for a fiscal year and that property listed on January 1 is subject to taxes for the fiscal I year beginning July 1. Mr. Ward wrote to the North Carolina League of Municipalities for information and S. Leigh Wil son, assistant executive director, wrote Mr. Ward in part as fol , lows: “You are correct in that prop erty taxes are levied in an area annexed for the fiscal year fol lowing the date of annexation. You are also correct in that tax les are listed as of January 1 in order that the total property val uation can be determined and tax es levied for the fiscal year be ginning July 1. “There is no authority for a municipality to prorate taxes for oroperty which has been annexed. Property annexed to a municipali- ty is subject to taxes as listed by the owner on January 1, provid ed the property annexed becomes a part of the municipality prior to i July I.'’ Ellen V. Oliver Dies After Brief Illness Miss Ellen V. Oliver. 85, died Monday morning at 2:30 o’clock at the home of her brother, J. J. Oliver in the Rocky Hock section. She was a native of Chowan County and had been ill only two days. Surviving are one brother, J. J. Oliver, and three sisters, Mrs. Sa rah Harrell, Mrs. Martha Peek' and Mrs. Pruden Ashley, all of Chowan County. She was a member of the Rocky Hock Baptist Church, where funeral services were held Tuesday afternoon at 2:30 o’clock. The pastor, the Rev. B. L. Raines, officiated and burial was in the i famil - v cemetery in the Rocky Hock section. Pallbearers were Carl Ober. Da . vid Ober, Ray Byrum. Roland Ashley, John S.
