In subsequent columns I shfcll set forth my observations upon four of jhe proposals advocated by of the commissioners and rejected by the other three com miaaioners. The four proposals consist of thelproposal that the Constitu tion of the United States be amended so as to deprive the statfcs of their present constitu tional power to prescribe the qualifications of voters; the pro posal that all colleges, both pub lic ‘and private, be deprived of all federal grants to coerce them intd integrating their student bodies; the : proposal that the Commission on Civil Rights be made a permanent governmental agency so that its staff may as sift in bringing about the inte gration of all public schools in Southern states; and the pro posal that all Federally-assisted housing be integrated. John sorfc State Director of the U. S. Savings Bond Program said re cer&ly in commenting on the percent increase in in terest rates on old and new Se ries E and H Savings Bonds. ‘Worty million people auto magically benefit from the re cent legislation passed by Con grAs,” Johnson said, “because thaj many hold outstanding bo fids in the amount of $42.6 b»l|lon. For the first time, the hil£ in rates applies to old Series E and H Savings Bonds, as well as those being bought cuiyently. '’* •’’ « ' . f" — j-ii. ,-, _ . , ~ . ment in advocacy of preconceiv ed ideas in the field of race re lations.” Solution of Racial Problems It is relevant to observe that when all is said, racial problems can be solved only by good will, intelligence, and patience on the 'local level where men and wo men live, move, and have their being. Their solution cannot be dictated from above, either by dictators holding executive of fices, or dictators occupying leg islative offices, or dictators wear ing judicial robes. Oppose Compulsory Integration For this and other reasons, I disagree with those who seek to compel the involuntary asso ciation of the races by executive action, judicial decree, or legis lative fiat. Despite assertions by sincere persons, professional agitators, and political oppor tunists to the contrary, racial segregation is not the product Os racial prejudice. It results from the exercise of a most pre cious American right—the free dom to select one’s own associ ates. Observations in the North, the South, the East, and the West show that whenever Amer :cans are at liberty to select their own associates, they vir- ■ tually always select as their as- j sociates members of their own ace. This is not strange be ause it harmonizes with the basic law of nature that like seeks like. Compulsory integration is fun iamentally wrong because it obs the people affected by it 'f the freedom to select their I >wn associates. The Constitutional Amendment Proposed by the report of the Commission on Civil Rights will ■>e discussed in next week’s ■■olumn. l draw 3% per cent interest when held to maturity, and (2) it increases by at least one-half of one per cent the interest re turn on all outstanding E and H bonds, regardless of their age, J for the period from June 1, 1959, to .their maturity. In addition,. 1 the Treasury has promised a 10-- year extension privilege for ali E bonds, both old and new] “I cannot emphasize too strongly the fact that every per son who owns an E or H bond benefits from the new rate, without having to do anything about it,” Johnson continued. “I would therefore encourage the public to do two things: keep holding their old bonds, and keep on buying the new ones.
