Parks says. An area meeting was held in Rocky Mount on October 11 and with the agency’s field staff to review the new regulations prior to placing the program into ef fect October 15. The expanded rural housing program, under which owners *of tracts of nonfarm land in l small rural communities as as farmers may apply for loans to build or remodel homes, will i also be discussed. Administration in the Rural Areas Development Program will be a major item on the agenda.l Recently the agency has been' assigned the responsibility of coordinating the technical ser vices of the USDA in the RAD program. Never in the history of the Farmers Home Administration has there been such aq over-all upgrading of the supervised ag ricultural credit service, Area Supervisor Paul V. Parks point ed out. This will give the thousands of farmers whose equities have been wiped out by the low net returns of re cent years an opportunity to ob tain needed financing. The credit improvements will also mean much to those rural communities that are fighting to| regain their economic strength J throUgh the Rural Areas De-j velopment Program. The revised regulations reflect the increasing capital needs of farmers. The average invest- j ment per farm has increased | seven-fold in the past 20 years, i from $6,094 in 1940 to $41,923 ! in 1961. b Operating loans for eqtfip -1 ment, livestock, feed, seed, fer ! tilizer and similar items can now ; be made in amounts up to $35,- 1000. Th# previous limit was $20,000, I Loans to buy and enlarge I farms may now be made on ] any family farm if the total in ■ debtedness on the farm is not more than $60,000 when the loan is closed. Previously these loans 1 had been limited to farms whose value was no greater than that of the average family farm in the county. Loans may now be made to farmers with off-farm income to buy and enlarge small farms. Previously such loans could be made only on farms large 1 enough to support a family without the aid of off-farm in come. Annual Session The Chowan Baptist Associa tion, composed of Baptists from Gates, Chowan, Pasquotank, Per quimans, Dare, Tyrrell, Wash ington, Camden and Hyde coun ties, met in annual session on Tuesday of this week at the Hobbsville Baptist Church in Gates County, and on Wednes day at the Sawyer’s Creek Bap tist Church in Camden County. Dr. R. W. Kicklighter, pastor* of the Blackwell Memorial Bap tist Church of Elizabeth City I and moderator of the Associa tion presided over the two-day meeting. The Rev. Maurice. Grissom, pastor of the First Bap tist Church, Elizabeth City, con ducted the congregational sing ing. Highlights of the program included addresses by Dr. J. P. Morgan of Raleigh, State Secre tary, Baptist Training Union De partment, and Dr. Bruce E. Whitaker, president of Chowan College, Murfreesboro. The an nual sermon for the meeting was delivered by the Rev. Melvin j Hughes., pastor of the Sawyer’s Creek Church. Reports of the] many activities of the associa-i tion and the denomination were! heard by the messengers from' the 58 churches in the Associa tion.
