' Last week the topic of conversation in Washington was Supreme Court Jus tice Abe FOrtas and the disclosure that he accept ed and retained in his pos session $20,000 from a client who was charged with a violation of the Na tional Securities Act. It is true that he returned this after a considerable lapse of some 11 mctnths, but it certainly raises seri ous questions regarding the propriety or the lack of ethics on the part of one who is a member of the highest court of this land. Many have questioned the Judicial motives of the presently comprised Su preme Court in view of their liberal decisions of recent years. So, to those of us who expect individ t uals who occupy high of fice to be like Caesar’s wife, “above reproach,” this disclosure raises serious questions as to the fitness of Justice Fortas to con tinue as a member of the Court. Jones tice of the Supreme Court a few months ago, no doubt now will agree that the action was justified. The major legislative bill passed by the House was an authorization to sup plement the school milk program under the Child Nutrition Act. Prior to this action of the House, this program was on a dated basis and had to be re-enacted at intervals. The action of last week makes this bill permanent, and it authorized an in crease of $5 million for the year 1970 and each suc ceeding year, bringing the total authorization to $125 million annually. In the debate that en sued, it was generally un derstood that the definition of “needy” was a family with an income of less than $3,000 per year. An amendment was offered specifying that the milk would be received on a first priority basis only as a nutrition aid to children of low-income families. Tbis amendment was de feated. I refer, of course, to families who are attempting to pay their own way, own their own homes and otherwise make a contribution to the bet terment of their communi ties. In many cases their children also need consid eration along with the others. .This legislation does not affect the present school lunch milk program except it broadens it to include children who are in day nurseries, schools which do not have lunchrooms, sum mer camps which are op erated by charitable or ganizations such as YMCA, Salvation Army, and to otherwise make milk avail able during the summer months when the school lunchrooms are closed. If malnutrition and hunger are as prevalent as some Chowan Native Dies In Suffolk Melvin Spurgeon Fore hand, 49, died Friday morning in a Virginia hos pital. A native of Chowan County, he lived oh Route 1, Suffolk and was a son of Peter and Mrs. Susie Speight Forehand and the husband of Mrs. Ruth Per ry Forehand. He was a member of the Eureka Baptist Church and Adult Men’s Bible Class. Besides his wife, he is survived by two daughters: Mrs. Thomas H. Bunch and Mrs. Vernon L. Winslow; and a son: J. Richard Forehand all of Nai'semond County; a sister, Mrs. Ells worth Halsey of Edenton; and two brothers: Kelly P. Forehand of Norfolk and Pruden M. Forehand of Edenton. A funeral service was held Sunday afternoon at 3 o’clock in Eureka Baptist Church by Rev. James H, Davenport. Burial follow ed in the church cemetery. Os interest to the potato producers of the First Dis trict, I am delighted to re port that the Potato Ref erendum Legislation previ ously discussed in this col umn received a favorable report from the Subcom mittee last week, and with in the next few days will be considered by the Full House Agriculture Commit tee. Mrs. Puryear show ed us how to play a hew game, while Mrs. Stutz man signed off badges. We closed out meeting with a Girl Scout closing.
