Jones The House reconvened on Wednesday, September 9, fol lowing a three-week summer recess. The remainder of the week saw the House approv ing several 'bills of major importance, including a Rate Pay System ifor 850,000 gov ernment employees. The pro visions of this bill are as fol lows: 1. Establishes a Federal Prevailing Wage Advisory Committee. 2. Provides for a five step wage schedule instead of the present three steps. 3. Provides for a 7% per cent pay differential, nation wide for scheduled non-cver time work during the second shift and 10 per cent for the third shift. 4. Provides “saved pay” for two years for prevailing rate employees who are re duced in grade. 5. Brings the employees of nonappropriated fund activi ties of the armed forces and employees of the Veterans’ ■Canteen Service, within the several states, under the pro visions of the prevailing pay rate system. 6. Provides a 25 per cent pay differential fcr Sunday | work and double pay for holi | day work for nonappropriat led fund employees, j Many of you are aware of '.the increased use of credit cards and some of the finan cial dangers which it entails. As a result, the House passed legislation to regulate the mailing of unsolicited credit cards. The basic provisions are as follows: A credit card iof any kind is nonmailable | unless such card is solicited iby the addressee; or is a re ; placement of one previously I issued to the addressee; or in the case of a lost, mislaid, or | stolen credit card previously I issued, is being returned to j the addressee by mail, or is ' sent by registered mail, with ! delivery restricted to ad- I dressee and return receipt re- showing to whom. when and where delivered. It is hoped that this legisla tion will tend to minimize the possibility of theft from the mails of these unsolicited cre dit cards. Another bill of interest to all citizens passed by the House was an authorization to provide fcr grants for com municable disease control. Communicable diseases are listed as tuberculosis, ven ereal disease, rubella, measles, polio, diphtheria, tetanus, whooping cough and Rh dis ease. The authorization pro vides for S2O million for fis cal year 1970; $75 million for •fiscal year 1971, and S9O mil lion for fiscal year 1972. The House also approved legislation to provide for a one-year extension of financ ing for the Corporation for Public Broadcasting, in the amount of an outright appro priation of up to S3O million for CP3 for fiscal 1971, and an additional amount not ex ceeding $5 millien could be appropriated to it to match gifts, grants and other con tributions received by the corporation. The Corporation fcr 'Public 'Broadcasting is a ing of the National Educa tional Television and various other worthwhile projects for national television. Dies In Virginia Mrs. Willa Phillips Perry, 80, Hayes Farm, Edenton, died in Chester, Va., on Thursday of last week after being ill for several years. Mrs. Perry was born on May 29, 1890, and was the daughter of the late Samuel C. and Virginia Lee Harris Phillips and the wife of the late Clinton A. Perry. Surviving are two daugh ters: Mrs. Ruth White of Edenton and Mrs. Kathryn Atkins of Chester, Va.; six brothers: C. T. Phillips of Hertford, Zack Phillips of Hertford, Samuel Phillips of Elizabeth City, Anderson Phillips cif Viennia, Va., Clyde Phillips of Morganton, and Robert Phillips of Jackson ville, Fla.; six grandchildren and one great grandchild. She was a member of Great Hope Baptist Church. Funeral services were con ducted Sunday at 2 P. M. at Williford Memorial Chapel with Rev. M. B. Motts offici ating. Burial was in Beaver Hill Cemetery. Williford Funeral Home was in charge of arrange ments. Battleship Still Popular WILMINGTON—An attend ance increase of more than 25 per cent was registered during the 1970 season for the outdoor drama "The Immortal Showboat” at the SJSS North Carolina Battleship Memorial here. Capt. C. B. In addition to the increase in the outdoor drama attend ance, the superintendent pointed out the ship mem orial has also had a fine year with more than 235,000 visit ors logged through Labor Day.
