C. no-fault auto liability plan using thoughtful guidelines and reference; approve a multi-rate classification plan as a step to ease irregulari ties and discriminations in auto liability rates and to gain necessary experience in more precise areas of auto ex posure; retain prior approval on all rates, keeping an open mind for any file and use and open competition filings; urge requirement that four hours of auto insurance and one hour of general insurance be taught in driver education classes. Cease and desist com panies freon mass cancellation or non-renewals in “hand picked" areas; urge standard basic limits of auto liability for all states; study feasibility a? possible all states endorse ment for N. C. policies that automatically conform to lim its in other states to protect our insureds who have acci dents in states that have dif ferent liability requirements than we do; pay closer atten tion to department audits of claims paid by companies .for “convenience sake," causing insureds to be surcharged un der the safe driver plan; avoid all federal encroachment into insurance business; find ways to better inform the public of pending filings and changes in the insurance contracts be ing offered for consideration.
