The issuance of the Clean
Water Bonds and the Zoolog
ical Park 'Facilities Bonds has
been authorized by Chapters
909 and 953, respectively, of
the 1971 Session 'Laws of
North Carolina, subject to a
favorable vote of a majority
of the qualified voters of the
State who shall vote on each
question in said election.
The polls for said election
will be open from 6:30 A M.
to 7:30 P. If.; provided, how
ever, that at voting places at
which voting machines are
used the County Board of
Elections may permit the
polls to remain open until
830 P. M.
Absentee ballots will not
be allowed in said election.
In accordance with the
general taws of the State at
North Carolina, the times and
placet for registration and
the names of the election
officials will be determined by
the authorised officers of the

reference thereto and as to the

the new court house on the
watenfront is one way of say
ing: put the building in the
hurricane flood district, join*
ing the new administration,
police and library buildings
already there. 1 recall (the
late George Folk telling me
that in his time he had seen
the hurricane flood waiters
lapping the intersection of
Broad and King Streets. It
would seem unwise tc add
any more public buildings to
that flood area and have
more governmental headquar
ters knocked out, at a (time
when needed most.
The county and town should
cooperate to the fullest ex
tent possible in planning all
their facilities, to itheir mu
tual benefit. Unless this is
done, based on some central
ized plan, the various ac
tivities of town, county, busi
ness and social life become
sprawled out in every direc
tion, much like “Topsy grow
ed,” with resultant delays, in
convenience, frustrations and
confusion.

here is one suggestion- for
a comprehensive, centralized
town plan, based on long
range implementation. We
should consider all of our
pressing needs, not only to
stay abreast of our cqntem
poraries, but to forge ahead
to make this county and
town an outstanding spot,
having great appeal for those
living here, those coming here
tor business or pleasure and
for those who search the
country over for “just that
right place” for their business
or their retirement.
Now back to vital needs:
1. We need and must have
soon a new working court
house.
2. An ample parking area,
centrally located, is badly
needed to survive. The shop
ping centers, malls, plazas
prove this.
3. The local shopping
business district was fine in
its day, but definitely obso
lete now.
4. The Swain school build
ing has been approaching ob
solescence for 6eme years.
According to present school
concepts, pre - high school
pupils require housing that
is completely fireproof, of
only one story and level with
the ground; so the Swain
school misses out on all
counts and the hand-writing

5. The. present county of
fice building should be
phased out as soon as prac
ticable, for many reasons.
Here is a long range plan
suggested: The Swain school
buildings would <be given up
for school purposes and
adapted for county court
house use. The court hearing
rooms and principal county
offices would occupy the
main building, which already
has the dignified and stable
appearance every court house
should have.
The present auditorium
would be revamped into a
more useful combination con
vention hall and auditorium,
with level floor and balcony,
much like the interior plan
of St. Paul’s Church, suitable
for district conventions and
regional meetings, concerts
and theatricals, also, if of
sufficient size, important bas
ketball games. Needless to
say, all this would add con
siderably ito the use of Eden
ton for many purposes, as
there is no such building
available in Northeastern
North Carolina. The balance
of the present auditorium
could be utilized for addi
tional county offices or re
vamped into a new jail and
jailer’s headquarters.
Comparing, in a practical
way, the Swain School with
the waterfront location, it is
safe, I think, to .figure that
two hundred people, requir
ing transportation, use the
court house and county offices
each operating day. This
would include court sessions
and meetings, all employees
and personnel, some returning
several times, and all having
business in cither building.
Then figuring the waterfront
location is one-half mile from
the post office or Swain
School, this means two hund
red people would have to
travel one mile further each
time they u;ed the court
house on the waterfront.
Next, using a commonly ac
cepted car cost of ten cents
per mile, this adds up to
S2O per day, SIOO per week
or $5,200 each year.

these same two hundred
people five minutes each to

stored to all its pristine
beauty, to become, with other
local buildings, one of the
greatest tourist attractions in
all the Southeast,
When it comes to public
parking, the nearby South
gate Mall in Elizabeth City,
proves what suitable, ample
and convenient parking ac
complishes. Edenton public
parking, inconvenient and a
makeshift, at best, is so hid
den few outsiders know it
exists, also, so hidden, It is
made to order tor pilfering.
In my complete plan, it is
eliminated.
Central, ample and suitable
parking can be created by
taking the block bounded by
Broad, Queen, Church and
the present Court Streets,
moving off or clearing off
the entire area, which tor
parking would make it ad
jacent, or very close, to the
new court house and conven
tion hall-auditorium, the his
toric Iredell house, post office,
three churches, both banks,
the theater and the new shop
ping-business district; and not
.forgetting the new jail, under

employees and visitors.

When considering this plan,
or any other, while the whole
plan should be coordinated,
each segment should be
handled separately, based on
urgency and financial possi
bilities, giving serious study
to the wide range of federal
and state grants. With proper
presentation, it la probable
at least one can be secured
for each project undertaken.
Also, the larger foundations,
the Ford Foundation among
them, are very liberal in as
sisting in community cultural
advancement and upgrading
rural communities in gen
eral.
