Salvage efforts during the night, transferring oil and pumping flooded ballast compartments, were successful and accomplished without major oil spill. D. C. Nicholson, the com pany’s Environmental Resources Director, established total loss at five to 10 gallons. The barge was carring ap proximately 378,000 gallons of fuel oil when the sinking oc curred at 4 A.M. Monday. The most recent inspections indicate no rupture in the structure of the barge. In vestigation into the cause of the sinking is continuing. Upon notification of the U. S. Coast Guard and state water and air resources agencies, the company instituted emergency measures to contain and trap any possible seepage of oil. Crews worked from early Monday to float the barge. THE CHOWAN HERALD Sheriff Toppin Expresses Dismay By FLYNN SURRATT Sheriff Troy Toppin recently expressed his concern in relating to the citizenry the laws on following fire fighting ap paratus when a call is being answered. He remarked that many vehicles have been observed following fire trucks too closely as well as following volunteer firemen who are answering fire alarms. He emphasized that the existing laws are designed to allow firemen to respond as quickly and efficiently as possible and protect by standers from injury and in terference. The laws state that vehicles should yield the right of way to fire fighting apparatus as well as police cars and ambulances that are answering emergency calls. Vehicles should pull to the right side of the road as close as is safely possible, and not block intersections. This lhw also states that this does not relieve drivers of these official vehicles from the responsibility of driving with due regard for other vehicles. It also says that these drivers are accountable for any arbitrary usages of the rights of way. It is unlawful for a driver to follow fire apparatus within one block in corporate limits or within 400 feet outside of city limits. Drivers may not park within one block or 400 feet of equip ment on a call. It is also unlawful to run over a hose or equipment, or to block fire fighting apparatus regardless of its distance from the fire. In regards to parking in front of fire hydrants, fire stations, and private driveways the law says: “No person shall park a vehicle or permit it to stand,' whether attended or unat tended, upon a highway in front of a private driveway or within 15 feet in either direction of a fire hydrant or the entrance to a fire station, nor within 25 feet of the intersection of curb lines or, if none, then within 15 feet of the intersection of property lines at an intersection of highways; provided, that local authorities may by ordinance decrease the distance within which a vehicle may park in either direction of a fire hy'drant. The Winningest Lion The Nittany Lion is the Penn State mascot. And, when James R. Schaude, a 21- yev old industrial engineer ing major, from Pittsburgh, dons the furry outfit, his teams somehow can’t lose. As “second string” lion last winter he ljas called off the bench to serve at three basketball games, and Penn State won them all. When the football season opened, Jim was still the al ternate. He took over as the head lion just before the lowa game and five wins followed. C, GET THE HANG OF CHRISTMAS Ever get hung-up about new ways to decorate your Christmas tree? This Christ mas, be different: make your own tree ornaments from creative clay that hardens to a ceramic quality. PHI nlake a batch of creative clay and then roll it out to Vi-inch thickness on waxed paper. Cut out shapes with cookie cutters. With needle or pin, make a hole for string or yarn to hang on the Christ mas tree. Trim each ornament with fragrant herbs or spices for long-lasting pungence. When dry, paint with water colors, poster paints or felt tip pens and finish with a protective coating of clear plastic spray or nail polish. To make a batch of clay, stir one cup Argo corn starch and two cups baking soda thoroughly together in a saucepan. Mix in VA cups water. Heat, stirring con stantly, until mixture reaches a slightly moist mashed pota to consistency. Then remove immediately from heat, turn out on a plate and cover with a damp cloth until cool. When it’s easy to handle, knead like dough until smooth. Creative clay tree orna ments will dry and harden at room temperature in about 36 hours depending on thick ness. To help speed drying, preheat oven to 350°F., turn oven off and place the orna ments on wire rack or in cardboard box on rack. Leave in oven until oven is cool.
