HERALD Section B ' Minvtes Os The Edenton Town Conndl November 13,1973 The Town Council of the Town of Edenton met this day In regular session at the Municipal Building at *:M P.M. Members present: Mayor George A. Byrum; James C. Dali, w: H. Hollowed, Jr.; Roy L. Harrell; Leo Katkaveck; and Clyde Hollowed. Mayor Byrum called the meeting ■ to order and asked Reverend Paul Hawkins to give the invocation. Administrator Gardner informed the Council that steps were being taken to meet the gas rationing problem and It would be very possible that patroling by the Police iJept., garbage pick-up, and street cleaning activities might have to be curtailed. A plan would be presented to the Council in the very near future. He also reported that the new garbage packer unit had been delivered and that the Landfill Committee had worked out a satisfactory solution in the operation of the County Sanitary Landfill. , Motion by Roy L. Harrell, seconded by Herbert Hollowed, unanimously carried granting the Cystic Fibrosis Committee the opportunity to hold a road block at the intersection of Broad and King Streets on Saturday, November 17, Irom 11 to 2. Mr. Gardner presented a request from the taxi companies for a taxi fare increase and it was turned over to Chief of Police J. D. Parrish for his recommendations. Motion by James C. Dail, seconded by Herbert Hollowed, unanimously carried accepting the 'report of the Board of Canvassees of the results of the Municipal Election and is hereby made part of these minutes. Mayor George A. Byrum thanked the citizens of Edenton for the opportunity of serving as Councilman and Mayor and particularly thanked the other members of the Councils that he had served with, and the Mayors and Town Employees for their support and cooperation Over the years. He wished the new Mayor and Council success in running the affairs of the Town. Clerk of Court Lena Leary then administered she oath of office to Mayor Roy L. Harrell, Treasurer A. B. Harrell. Motion by James C. Dalt, seconded by Leo Katkaveck, unanimously carried adopting the following resolutions: Resolutions for retiring Mayor and Council men: Mayor Harrell suggested to the Council the election of Mr. Joe Lee or Mr. William Reeves to fid his unexpired term as Councilman at Large. It was stated that Mr. Lee had received the largest number of votes ever polled by a losing candidate and Mr. Reeves had received the highest number of votes by any black candidate. Councilman Herbert Hollowed recommended that Jesse L. Harrell be nominated to fid the term, further stating that the members of the Board of Public Works that were now Councilmembers were on a temporary basis and the Council would revert to six members in 1975. He stated that ad three of these members had been elected by the people of Edenton and therefore he nominated Mr. Harrell for the position. Mr. Jesse Harrell then resigned his position as Councilman. Mayor Harrell requested a show of hands. Votes for Mr. Joe Lee, Councilmen Flynn and Conger. Votes for Mr. William Reeves, None. Votes for Mr. Jesse L. Harrell, Councilmen Hollowed, Katkaveck, Spruill, Dail, Darnell. Mayor Harrell than declared Mr. Jesse L. Harrell elected to fill his unexpired term as Councilman at Large. Clerk of Court Lena Leary administered the oath of office to Mr. Jesse L. Harrell to serve as Councilman at Large. . Councilman James C. Dail was elected Mayor Pro Tern by Acclamation. Mayor Roy Harrell announced the followinq£ppointments to standinq committees of the Council: Finance: Leo Katkaveck, Herbert Hollowed, Errol Flynn. Public Works: Jesse L. Harrell, Harry Spruill, Jr. Utilities: James Darnell, J. H. Conger, Jr„ James C. Dail Recreation: Harry Spruill, James C. Dail Mayor Harrell made the following appointments to the Edenton Housing Authority: Mr. H. O. West, term of three years, expiring October 31, 1976. Mr. Ed Lee Owens, term of two years, expiring October 31, 1975. Mayor Harrell also appointed Dr. A. F. Downum, Sr., for three years to the Edenton Chowan Airport Commission, term expiring June 30, 1976. Mayor Harrell informed those present that he would make appointments to the Board of the Albemarle Regional Planning and Development Commission in the very near future. Administrator Gardner reported to the Council he was in receipt of information from the State regarding the State Municipal Street System Responsibilities. The change in the agreement reached earlier was brought about by the fact that the State required the Town to take into its local street system State Road 1105 (Old Hertford Road). This was not the understanding of those present at the meeting with Highway officials and the administrator suggested that further contacts be made prior to adoption of the proposal by the Council. He was directed to proceed along these lines. A petition for renaming School Street to Dicks Street was presented and considered. The administrator was directed to contact Mr. W. H. Collins to ascertain if in fact those signing the petition were property owners on this street. He was to report back at the next meeting. The administrator reported to the Council that the Town had been notified that flood insurance had been authorized for sale in the corporate limits as of November 14, 1973. The administrator informed the Council that he had numerous complaints regarding the parking on U. S. 17 North in the vicinity of the Bear's Den. It was the feeling of the Council that parking should be re moved from the sides of U.S. 17 to prevent a nuisance to the adjacent property owners and the possibility of serious injury to traveling public. Administrator Gardner was directed to contact Mr. E. J. Boyce, owner, informing him that parking would be taken off and advising him to make other arrangements regarding parking for his establishment. Administrator Gardner and Recreation Director Roy Winslow reported to the Council on the Capitol Improvements Program for recreation. It was stated that the Edenton Chowan School Board had agreed to sites for the construction of additional tennis courts and softball fields in use of the Town's recreation program. The administrator requested that the Council give direction on whether or not these Capitol Improvements were desired by the Council and if he should proceed along these lines and also whether he should proceed to talk to County Officials regarding financial assistance in construction of these facilities. The cost of construction of three additional tennis courts and two softball fields was estimated to be 525.000. Edenton, North Carolina Thursday, Depember 6, 1973 Councilman Flynn questioned the need for additional tennis courts facilities at this time. The Public Works Committee was directed to work with the administrator and the Recreation Director on this Capitol Improvements request. Mayor Harrell requested Councilman Hollowed to again state his reasoning for the nomination of Jesse L. Harrell. Mr. Hollowed restated his reasoning as previously mentioned. The Council was informed that the Town's engineers were ready to present engineering plans to the Council for the Downtown Renovation Project. It was thought that the length of such a meeting would be such that a special meeting should be called with the possibility of allowing the merchants tp participate, to ask questions etc. The administrator was directed to contact the Engineer and to set up a meeting as soon as possible. The Mayor also informed those present that sidewalk reconstruction money was available in the budget and the request should be made on reconstruction of sidewalks in various neighborhoods. Motion by J. H. Conger, Jr., seconded by Leo Katkaveck, unanimously carried accepting tpe bid of Michie Company for the codification of ordinances of the Town of Edenton. A request for the tree removal was presented and the Public Works Committee was directed by the Mayor to work with the administrator on this matter. Motion by James C. Dail, seconded by Herbert Hollowed, unanimously carried approving E & W bills in the amount of $21,020.59 for payment. Motion by Leo Katkaveck, seconded by Jesse L. Harrell, unanimously carried approving the Town of Edenton bills in the amount of $49,729.25 for payment. Mayor Harrell requested remarks for anyone in the audience and Mr. Golden Frinks questioned the advisability of reducing the size of the Council to eight members and felt that it would be wise to raise a number of Councilmen back to nine. Reverend Paul Hawkins stated that he agreed that Mr. Frinks had a point in this contention. Mr. Rudolph Dail stated that in his opinion the Council should fully support the Town's Recreation program to the greatest extent possible. Mayor Harrell thanked those for being present. There being no further business, the meeting adjourned. W. B. GARDNER Administrator Edenton Student In Choral Group ROCKY MOUNT - An Edenton student, Joan Lewis, sang in the annual Christmas concert at N. C. Wesleyan College, presented by the college's largest choral group. The Wesleyan Singers, Tuesday. The concert, directed by Noel Lovelace, instructor in music at Wesleyan, featured church classics and selections from the Messiah in addition to a collection of Christmas carols. The concert followed the college’s annual Christmas buffet dinner for students in the cafeteria. N. C. Wesleyan, a Methodist related liberal arts senior college, recently adopted a Three-Track Curriculum which offers students a broader option in choosing specific study programs. The Three-Track Curriculum has received widev acclaim from educators throughout the Southeast. Miss Lewis, a soprano in the Singers, is majoring in child psychology.
