Prospects Continued From Page 3-A School - is currently working on a, schematic design of the proposed facility - at no charge to the county. The facility will not ,6e as high-priced as some other construction projects, said Copeland. “It,’.s not like building a hospi tal or office space, it’s not that costly,” he said, noting that such an open-spaced facility is inexpensive because of its lim ited design features. Copeland said that no offi cialize or cost for the facility has been brought to county of ficials. Smith said Deckard’s site iplan could be completed by the lend Qf the year. “Hopefully we’ll have that (design) in place in the next weetf or two,” said Smith. And then.there’s the issue of how the county will pay for the brand-new facility. Thanks to the recent leasing of Chowan Hospital, the county is in good financial condition. Copeland added that there would be no tax increase as a result of fund ing the proposed facility. Copeland said that commis sioners might decide to use carned-interest revenues from he leasing of Chowan Hospi tal to University Health Sys tems earlier this year. He said that the board could decide to include funding for the pro posed recreational facility in a five-year spending plan asso ciated with the $30 million windfall from the hospital deal. “We have not expended the first penny yet (on the recre ational facility),” Copeland emphasized. The county manager also of fered a step-by-step process by which the proposed facility may become a reality. If the grant is approved, said Copeland, the school board and county commissioners will hammer out a joint agreement. The approval of a final design will follow the agreement, with construction of the facility rounding out the plans. Adams said that the middle school site will save the county in construction costs, as park ing lots, water/sewer services, and baseball and football fields are already in place there. “We will also have the oppor tunity to offer some good af ter-school programs,” Adams said. “It’s just going to be a great project.” Smith said that the school board would address the issue at its January meeting. Copeland said that the county commissioners’ finance com mittee would look at the issue after the first of the year.
