Beat Continued From Page 4-A employment are, therefore, senseless and futile. Since large-scale federal agriculture subsidies began in the 1930s, the farming population has fallen from 30 million to less than five million. And contrary to some alarm ists’ cries, urban growth is not responsible for this dramatic drop. North Carolina, for ex ample, has traditionally been a very rural state. Of the 10 largest states by population, it has, by far, the lowest percent age of its population (50.4 per cent) living in "urban" areas. Only 10.5 percent —just over one acre in ten — of North Carolina is categorized by the . U.S. government as developed land. Nationally, urban expan sion has been claiming just over a million acres a year—a number that has held steady since the 1960s. While this may.' seem like a large amount of land, in a country as vast .as the United States it is a drop in the bucket. One million acres is about one twenty-fifth of one percent of the land. Total urban development accounts for less than three , percent of the country's land area. The U.S. Department of Agriculture's Economic Re search Service noted in a 1997 report that "losing farmland to urban uses does not threaten total cropland or the level of agricultural produc tion which should remain suf ficient to meet food and fiber * demand into the next century." In the last century, William Jennings Bryan and others called for sweeping changes in agricultural policy. Now, 100 years later, very similar calls are being heard. Yet all the political positioning can not change the underlyingeco nomics of farming. The real ity is that greater productiv ity means America needs fewer farms and farmers. And that is a good, not a bad, change. (Lowrey is director of eco nomicpolicy at the John Locke Foundation, a non-partisart, ' non-profit research institute located in Raleigh, NC.)
